Questions & Answers 1 (as of 3/10/16) Q1. Do you anticipate this requirement staying set aside for Small Business? Is it possible it will be modified to be unrestricted? A1. At this time, the requirement will remain as a small-business set aside. A sufficient number of small businesses have been identified as being licensed by the state of Pennsylvania to provide services in Franklin County. Q2. Is the service area limited only to Fulton County, PA? The Title of the posting on FBO also includes Franklin County, but the solicitation only mentions Fulton County. A2. The service area is limited to Franklin County, PA. The FBO title included Fulton County in error. The solicitation references Franklin County, PA and is inclusive of all Franklin County zip codes. Q3. Are offerors able to quote a rate for the services required in this solicitation or are the rates pre-determined by the local VA fee schedule? It seems to me that attachment A in Section D (page 38) conflicts with the statement in section III of the PWS (page 6). If rates for this contract are already established via a VA determined fee schedule, is it possible to get a copy of those rates? A3. The solicitation requires offerors submit their proposed rates for the CLINs listed on Attachment A. The VA is seeking competitive rates and as noted on page 6 notes rates will be negotiated as needed. The VA Fee Schedule will be utilized as a guideline. The rates have not been pre-determined via the fee schedule.
