- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Synopsis: CONCEPTS, STUDIES, AND TECHNOLOGIES (CS&T) SUBJECT MATTER EXPERTISE (SME) AND ANALYSIS SUPPORT FOR THE TRADOC, FORT RUCKER, ALABAMA 1. The Mission and Installation Contracting Command (MICC) Fort Rucker, Alabama is issuing a notice of intent to sole source set forth in Federal Acquisition Regulation (FAR) part 6.302-3(1)(2)(iii). Full and open competition need not be provided for when it is necessary to award the contract to a particular source in order to acquire specialized training equipment. This is not a request for proposals or quotes. 2. The purpose of this notification is the Government's intent to sole source the a non-personnel services of Concepts, Studies and Technologies (CS&T) subject matter expertise (SME) and analysis support, which is provided by System Studies & Simulation, Inc (S3). The preferred strategy is to procure this requirement as sole source from System Studies & Simulation, Inc (S3) which is also the distributor. The Government will not reimburse participants for any information they provide. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. 3. DESCRIPTION OF REQUIREMENT: This is a non-personnel services contract to provide Concepts, Studies and Technologies (CS&T) subject matter expertise (SME) and analysis support in the areas of Army Aviation and the Joint Services FVL Family of Systems (FoS) CONOPS/CONEMPs development and refinement, FVL FoS requirements determination and documentation, to conduct S&T studies and analysis related to the FVL FoS and the JMR-TD. The cost and time to acquire another system and have all the approvals will not be recovered through competition. a. Period of Performance (PoP): 28 March 2016 - 31 July 2016 4. The determination to sole source was made because System Studies & Simulation, Inc (S3) services are required to prevent the loss of services to sub-directorates within the USAACE CDID. This action is necessary due to the lack of time remaining on the existing extension to allow the MICC Ft. Benning to solicit, evaluate and award a follow-on contract before the end of the current extension. A follow-on contract will be competed and is anticipated to be awarded on 1 August 2016. 5. The NAICS code is 541712 - Research and Development in the Physical, Engineering, and Life Sciences 6. The authority for this non-competitive award is 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a), only one responsible Source. The Government intends to procure this sole source requirement under FAR Part 15, Contracting by Negotiation. 7. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 2:00 P.M. Eastern Standard Time (EST) on 22 March 2016, award will be made without further notice. After this deadline, concerns will not be considered regarding this announcement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. 8.
