- Brand Name Justification. The U.S. Department of Energy, Western Area Power Administration (WAPA), Upper Great Plains Region (UGPR), has awarded a contract using a brand name justification, to purchase SEL Relays through an RFQ posted in GSA E-Buy. The contract is a firm fixed price delivery order. This brand name requirement was conducted under the authority of FAR 13-106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of award is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
