NON-PERSONAL SERVICES: Grounds Maintenance Services, including Grounds Housekeeping PURPOSE: Jack C. Montgomery Veterans Affairs Medical Center (JCMVAMC) requires contracted Grounds Maintenance Services, including Grounds Housekeeping, with the intent of ensuring the grounds are Well-manicured, Clean and Safe throughout the areas identified in this PWS, contributing to a Visual and Aesthetic Appeal, for all VA Medical Center visitors and staff. Services are to ensure cost effectiveness and service efficiency and in support of the VA Mission. All contract services will be performed at the following location(s) and during the periods of performance: LOCATION: refer to block 15 of SF1449 of this solicitation Period of Performance: refer to Price/Cost Schedule BACKGROUND: Grounds maintenance, in general, to include snow removal and ice prevention, at Jack C. Montgomery VA Medical Center has been performed by VA Medical Center staff. Mowing and weeding has been performed in a non-contracted arrangement with various service providers, on an as needed basis. Grounds maintenance and grounds housekeeping has also been performed in a contracted basis under contract VA256-15-P-1002; the details of which can be viewed by searching www.FPDS.gov. Since then the requirements have slightly been adjusted and refined at this location. Snow removal and ice prevention will continue as is and are NOT included in this solicitation. Satisfying this short-term requirement for grounds maintenance and grounds housekeeping is an interim solution which will provide the VA with additional time whilst they progress with acquisition planning towards long term grounds maintenance requirements. The Jack C. Montgomery VA Medical Center is approximately a ten to fifteen acre campus. This is a solicitation - issued as a Request for Quote (RFQ) - for commercial services, to include commercial items, prepared in accordance with the format in FAR Part 15 and FAR Subpart 12.6 as supplemented with additional information included in this notice. Award will be made as a firm, fixed priced contract to the responsive, responsible vendor whose overall quotation meets the Government's requirements and whose technical quote, along with price, represent the best value to the Government, using the tradeoff approach. Selection of the best value to the Government will be achieved through a process of evaluating the strengths and weaknesses of each vendor's quotation against the evaluation criteria described below. The following Priority Statements provide the relative order of importance of the factors and subfactors. IMPORTANT NOTE: This solicitation is an entirely new solicitation. Former solicitation VA25616Q0261 was posted on FedBizOpps.gov ("FBO") between January 29th and March 7th, 2016. VA25616Q0261 has been canceled but is still available for viewing. It does not hold weight with or pertain to this solicitation in anyway. This new solicitation now posted to FBO - with reference number is listed on page one (1) of this solicitation - is issued with a shorter posting period on FBO. The corrections and clarifications in this solicitation pertain mainly to 1) the correction of the accidental omission of GFP in the PWS which could impact a vendor's quoted price, and 2) the correction of the reference to "lowest-priced-technically-acceptable" in the former solicitation. Opportunity was taken to emphasize the requirements of this solicitation in FAR provisions 52.212-1 and 52.212-2, including their respective Addenda. This is NOT a request for proposal (RFP) and the government does not intend on holding negotiations. Written quotes are required (oral quotes will not be accepted). Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors - Commercial Items as well as the Evaluation Factors of Addendum to 52.212-2 Evaluation - Commercial Items (Jan 1999). This is RESTRICTED SOLICITATION. The socio-economic set-aside selection, the NAICS Code and the size standard are listed on page one (1) of this solicitation. When: Quotes are due per the time and date indicated on page one (1) of this solicitation. How: Quotes are to be submitted electronically by email. Complete Quotes shall be submitted as follows: 1)Emailed to the Solicitation POC. Email Size: Each email is not to exceed 5mb each. 2)Include subject line: "Company Name, solicitation number" 3)Indicate the number of emails submitted as part of the quote 4)To POST or FAX: Notify the Solicitation POC at least 24 hours in advance of the Due Date/Time if a posted or faxed quote submission is preferred. Posted or faxed quote submissions must be marked for: "Company Name, solicitation number" and attention to the Solicitation POC Documented tracking and confirmation of delivery is the responsibility of each Quoter. Late or Non-responsive Quotes: It is the responsibility of each Quoter to ensure their quote is delivered Complete, on time and in full, per this solicitation. The VA Contract Specialist will review the quotes received for completeness, and may REJECT any INCOMPLETE quotes. Queries and Questions must be addressed in writing to the Solicitation POC. Telephone requests for the solicitation will not be accepted or honored. Telephone questions and answers regarding this solicitation will not be considered valid. Technical questions will only be answered when addressed in writing and only when submitted to the Solicitation POC NO LATER THAN MIDDAY (CT) 11 MARCH 2016. What to Submit: A COMPLETE QUOTE will consist of one (1) original of each of the following documents. 1)Page 1 of this solicitation completed (this is preferred in lieu of a cover letter) and must include: a.date and signature by a representative of the company (quoter) authorized to submit the quote, b.the quote expiration date, c.Vendor's confirmation of availability to start service (pending contract), d.Vendor's DUNS number or ORCA application status, and 2)This procurement is RESTRICTED to requirements identified in block 10 of page 1, SF1449, as well as "B.2 Limitations on Subcontracting-- Monitoring And Compliance (Jun 2011)" and "VAAR clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside". Vendor's MUST CONFIRM IN WRITING the following in 2.a. and 2.b.: a.status of their current registration with Center for Verification and Evaluation (CVE) (refer to www.vip.vetbiz.gov), and b.how they intend to comply with 852.219-10(c)(1) VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, and 3)Vendor's acknowledgement of any solicitation amendments using Section B of the solicitation, and 4)Completed Price/Cost Schedule (inc. Unit prices and extended prices for each Item), and 5)Technical Approach Statements, and 6)Past Performance Statements, and 7)Key Personnel Statements, and 8)Past Performance Questionnaires (submitted via each referee directly to the Solicitation POC), and 9)All items requiring completion and declaration from Sections D and C of the solicitation.
