Description
This notice of intent is revised is to provide additional details to more clearly state the requirements of the service. Interested vendors who previously responded to the original notice must submit an additional response to this amended notice. REVISED 3/10/2016 The New York District, U.S. Army Corps of Engineers intends to award a sole source purchase order to Corelogic for a subscription to access their online real estate research/market data service RealQuest. This is not a formal solicitation or request for proposal. This notice of intent is to give notice of the Government's intent to make a sole source award under the authority cited in Federal Acquisition Regulation 6.302-1- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The general requirement is for one (1) subscription for one (1) base year. This subscription is needed because the Government has requirements for valuating real estate and real property across the States of New York, New Jersey and Connecticut. Access is required to obtain information that will provide the Government with commercial real estate market research to support the real estate planning of civil works projects within New York, New Jersey and Connecticut. The RealQuest by Corelogic subscription is nationwide coverage and includes CENAN Area of Responsibility (AOR). RealQuest by Corelogic provides highly specialized services including both market research data and automated valuation modeling. Interested parties may provide specific information to the Army regarding their product for consideration as to whether their product meets the government's needs. The specific information required is as follows: 1. The real estate market research must cover the entire states of New York and New Jersey with the capacity for certain assignments a nationwide search national areas. Any designated market research area must be easily accessible and fully supported with quality verifiable data. 2. The basic property information for each individual parcel within the market research area defined should be available in the characteristics of physical, legal and economic data. Physical data describes the type of property, size of the property for both landsite and any improvements, the age of the improvement. Legal data includes estates in land, deeds, easements, environmental, tax maps, tax assessment data, zoning and any other restrictions noted. Economic data includes sales prices, demographic data, listings, automated valuation models, sales data research functions to establish sales of different property types. 3. The ability to tie in sales research with mapping capabilities through tax maps, Google Earth, soils maps, flood maps, topography maps, etc. 4. The capability of preparing cost analyses on the subject property and any property within the research area. Cost analysis is critical for the Government replacement cost new of any improvement. The cost estimate includes all direct and some indirect construction costs including the following: a. The actual costs used are final costs to the owner and will include average architects' and engineers' fees. These fees include plans, building permits and surveys to establish building lines and grades. Actual costs are presented in per square foot, cubic foot or quantity breakdown methods for each property type. b. Normal interest on building funds during period of construction and processing fees or service charges. c. Normal site preparation including excavation for founda­tion and backfill. d. Utilities from the structure to lot line figures for typical setback. e. Contractor overhead and profit including job supervision, workmen's compensation, fire and liability insurance, and unemployment insurance The Government must be able to document three principal methodologies to reach a Fair Market Value as established by law and regulation: 1. Cost Approach; 2. Sales Comparison Approach; 3. Income Approach. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received prior to 5:30 PM on Friday, March 18, 2016, will be considered by the Government. Any potential source would have to detail in their response that their product meets the Government's requirements as defined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
