- Clauses Wage Grade Statement of Work (SOW) Price Schedule This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. This solicitation number HSCEMR-16-Q-00004 is issued as a request for quotation (RFQ) for a firm-fixed price contract for local courier services in Honolulu, Hawaii in accordance with the attached Statement of Work (SOW). This acquisition is a total set-aside for small business and all small businesses are eligible to submit a quote. The applicable Product Service Code (PSC) is: R602. The applicable North American Industry Classification System (NAICS) code is: 492210; the business size standard is $27.5 million. This solicitation document (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86, effective 1 Feb 2016. The Government intends to award a single contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government; price alone will determine the award. The resulting award will have a Base Period beginning at the time of award and ending 12 Months after award. The award will also include four (4) 12 month option periods, which may be unilaterally exercised by the Government. Quotes: The contract line items to be priced by the vendor are on the attached Pricing Schedule (Attachment 1). Vendors must enter proposed prices on the pricing schedule and return it with other required documents as their quote. Quotes will be evaluated in accordance with FAR Part 13, Simplified Acquisition Procedures. Award will be made to the lowest price technically acceptable (LPTA). Total price will be the total of the Total Price for the Base Year plus each Option Year. A quote may be rejected if the Contracting Officer determines prices are unbalanced. Service Contract Act - Labor Category (31043) The Service Contract Act (SCA) applies to this requirement. The SCA Directory, Fifth Edition, Occupational Index, page 121 indicates the service be performed as a "Driver Courier"', Code 31043: The U.S Department of Labor Wage Determination 2005-2153 Revision 21, 01/05/2016, rates a 31043 position as making a wage of at least $14.10 per hour plus the applicable Occupational Benefits such as Health and Welfare, Vacation, and Holidays. The due date for responses to this RFQ shall be via email to the following email address: Jason.J.Jackson@ice.dhs.gov or can be faxed to (407) 440-5319, Attn: Jason Jackson, on or before 9:00pm Eastern Time, 17 March 2016. Due to e-mail server and pipeline limitations, please limit the size of each e-mail with attachments to 3 MB. Oral communications are not acceptable in response to this notice. If you have questions regarding this requirement, please submit your inquiries immediately via email but no later than 14 March 2016, 9:00pm Eastern Time to Jason Jackson at Jason.J.Jackson@ice.dhs.gov. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Contractors. The Government will answer all questions (can elect not to respond to questions that are deemed inappropriate) in writing as an amendment to the solicitation that will be provided via email. The Government reserves the right not to respond to any questions received concerning this solicitation after the date above. Contractors are encouraged to carefully review all solicitation requirements and submit questions to the Government early. It is not anticipated that the closing date for submission of quotes will be extended. Offerors will complete the information in 52.212-3 Offeror Representations and Certifications-Commercial Items (Feb 2016) and submit their representation and certifications via ORCA at http://orca.bpn.gov in response to this RFQ. The Offeror may obtain the full text of the clauses electronically at web site http://www.acquisition.gov. Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-86, effective February 1, 2016. All responsible sources must be SAM registered and may submit a quotation which will be considered by the agency.
