- The Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO), Contracting Division, DISA Services Section (DITCO/PL8311), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source award to Real Time Time Monitors Inc. (RTMI) for services required to install, commission, and place into service the Network Operations Center (NOC) Switch Expert (SE) 8.0. In order to complete this upgrade of the existing NOC SE to the SE 8.0 version, the contractor is required to install their licensed software and other products (previously shipped to RTMI), and then test and configure it to the new SE 8.0 version so it is compliant as specified in the latest Department of Defense (DoD) unified capabilities requirements and compliant with DoD Instruction 8510.01 and the DoD information assurance certification and accreditation process. Once the installation upgrade is completed, the contractor shall then test and then link the upgraded NOC SE 8.0 to the Defense Information Systems Network (DISN) at various locations. Market research was conducted and RTMI is the only contractor who can perform this upgrade/installation effort. The SE 8.0 Global NOC installation services are unique in design and require each phase of the on-site and NOC installation to be closely monitored and managed from both the Government and RTMI to ensure a smooth integration of the new system. RTMI owns the proprietary software and licenses required to upgrade the NOC SE to the NOC SE 8.0 version and then link it to the DISN indicating that these services must be purchased and implemented by RTMI. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) as implemented by FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This Notice of Intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice NLT 09:00 AM CST, March 25, 2016 to: ellen.t.crain.civ@mail.mil. It is the Government's intent to award a firm-fixed price contract in June with a period of performance of 12 months. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete FAR and DFARS representations and certifications.
