- Statement of Work National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC) Code 210.M, Office of Mission Enabling in support of Code 551, Optics Branch intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i) with Science and Engineering Services, LLC., 6992 Columbia Gateway Drive, Suite 200, Columbia, MD 21046, for remote sensing measurement services of detection and discrimination of NASA GSFC selected bio-indicator aerosols for a six month period of performance; April 8, 2016 - October 7, 2016. The government will procure the following services: a. Instrument field test of NASA Bio-Indicator materials in Aerosol Chamber located at Edgewood Chemical and Biological Center, Aberdeen Proving Ground, MD. b. Algorithm and data analysis of the instrument field test data at Columbia, MD. This procurement will support Code 551, Optics Branch. Science and Engineering Services, LLC. is the only source capable of providing the services required at the level of quality required due to the fact the services are unique and highly specialized. There is no other vendor of the bio-lidar type instrument measurement services that meet the requirements indicated in the statement of work (SOW). Similar fluorescence based bio-lidar instruments are not offered in a solar blind spectral region by other vendors. For this reason, Science and Engineering Services, LLC. is the only available sole source for the remote sensing measurement services of detection and discrimination of NASA GSFC selected bio-indicator aerosols. The Bio-Indicator Lidar instrument by Science and Engineering Services, LLC. is a unique instrument that meets all technical requirements of the field measurement for the NASA GSFC IRAD project "Target Study for a NASA Planetary Bio-Indicator Lidar Instrument" work plan. There are no other commercial or customized bio-lidar instruments in the market other than Science and Engineering Services, LLC. Development of the bio-lidar instrument with similar capabilities and the measurement services will not fit in the IRAD budget and its yearlong work plan. See attached Statement of Work. The North American Industry Classification System (NAICS) for this requirement is 541712 and the size standard is 1000. This announcement constitutes the notice required by FAR 5.201. Interested persons may identify their interest by submitting a capability statement, proposal or quotation to the point of contact listed below no later than March 25, 2016. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. Interested concerns must identify their capability in writing to the above e-mail address no later than 5:00 pm EST, Friday, March 25, 2016.
