Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Nanoscale Science and Technology (CNST), intends to negotiate on a sole source basis with Newport Corporation, located in Irvine, CA, under the authority of FAR Subpart 13.106-1 (b), soliciting from a single source. The National Institute of Standards and Technology (NIST)/Center for Nanoscale Science and Technology (CNST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. Various research groups within the CNST perform sensitive optical, optoelectronic and optomechanical measurements including pump-probe microscopy, nonlinear optical spectroscopy and microscopy that require vibration isolation. Multiple optical tables are needed for new experiments that are currently being setup in various labs within the CNST. The acquisition of the optical tables is required to provide a low-vibration platform for development of new experiments being built at CNST. The required optical table systems and the isolators to be procured from Newport Corporation are as follows: (a) One optical table (4ft x 8ft x 12 in.) with a set of four vibration isolators (22-inch-tall), Newport Corporation RS4000 table with S-2000A isolators. (b) A modular optical table set consisting of two optical tables (one 5ft x 12ft x 18 in. table and one 5ft x 6ft x 12 in. table) that are connected together to form a monolithic L-shape, and a set of 6 vibration isolators (16-inch-tall), Newport RS4000 table with S-2000A isolators. To accommodate all of the planned equipment and optical setups: one 4 ft. x 8 ft. x 12 in., one 5 ft. x 12 ft. x 18 in. and one 5 ft. x 6 ft. x 12 in. optical table are required. Of the three tables, two of them (one 5 ft. x 12 ft. x 18 in. and one 5 ft. x 6 ft. x 12 in. tables) must be configured to be connected together to form a monolithic L-shape. The third table (4 ft. x 8 ft. x 12 in.) must be configured for independent use. The set of two-tables that are connected in the L-shape must be made compatible to be connected to an already existing Newport RS4000 table (5 ft. x 12 ft. x 18 in.) in the Ultrafast Nano-Optics Laboratory at CNST. The existing table has an 18" female adapter plate already installed to accept a male-coupling from the new table. To accomplish this - one of the short-side ends of the 5 ft. x 6 ft. x 12 in. table is required to have a male adapter plate pre-installed which must be compatible with the existing female adapter plate. For the L-shaped double table configuration - the manufacturer must tune the vibration dampers in the assembled L-shaped table to minimize low-frequency fundamental modes typical of such monolithic systems (for the entire table system that includes the existing tables). Since the composed monolithic structure such as an E-shape can exhibit very low fundamental frequency modes, the assembled table system (new and old tables together) should be tuned for damping as a monolithic system. For installation of a cryo-free low-temperature workstation, one of the optical tables (5 ft. x 6 ft. x 12 in. table) in the L-shape must be pre-configured to be fully compatible with the AttoDRY 800 system from Attocube Systems AG. The doubler plates that are required for attaching the existing tables to the required new tables are unique to Newport Corporation. No other source has access to the engineering drawings for these plates which are proprietary to Newport Corporation. Newport Corporation is the only manufacturer that utilizes tuned mass dampers in the construction of their tables. This is very important for joined table systems. This unique technology allows optimized performance of the entire joined structure, as one monolithic structure and can minimize the bending and deflection of the entire joined table surface which is crucial to sensitive experiments and no other manufacturer utilizes this technology. Additionally, Newport Corporation is the sole supplier of optical tables for Attocube. The necessary modifications for incorporating the required Attocube system, engineering drawings and design, are also proprietary to Newport Corporation. Due to compatibility requirements need for joining the required new equipment to our existing equipment, the need for the incorporation of the Attocube workstation and for tune dampening requirements, Newport Corporation is uniquely qualified to meet all of the Governments minimum requirements. Delivery shall be FOB Destination, Gaithersburg, MD., and provided within 8 weeks from date of an award. The NAICS Code is 333314 with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
