Description
Justification for Other than Full and Open Competition-PR0004991 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Astoria-Pacific, Inc., 15130 SE 82ND Drive, Clackamas, OR, 97015-6624, for the purpose of procuring a new BSD Puncher and spare parts for our existing BSD600 Duet Punchers. The FBI Laboratory's Federal DNA Database Unit (FDDU) currently uses BSD punch instruments in their laboratory to process buccal samples that comply with the expanded loci in CODIS. The BSD punch instrument is the only validated punch instrument available to the FDDU at this time. This instrument is critical in order to process samples intended for upload to CODIS. The FDDU has a need to procure spare parts to sustain the current instruments and fix instruments that are broken. FDDU also has a need to procure a new instrument due to the wear on the current instruments from daily use in punching samples. This will allow FDDU to start the evaluation and integration into the system and to make sure the instrument is capable of the throughput FDDU has become accustomed to. FDDU has identified the BSD 600PLUS as the new punch instrument as it most closely relates to its current model, BSD600 Duet. It also features improved ergonomics and is a more aesthetic design with a quick release punch and dies which significantly improves serviceability and allows punch and die sets to be changed out in a matter of seconds. Requirements: • BSD 600PLUS Puncher, product number 393-A001-00 o 1.2mm punch head • BSD, Small Outer Chute Assy, product number 393-0110-00 • BSD, Chute Solenoid, product number 393-0127-00 • BSD, Inner Chute, Small, product number 393-0149-00 Based on market research, and Government end-users, it has been determined that Astoria-Pacific, Inc. is the only source capable of providing the necessary BSD 600PLUS Puncher and spare parts required by the FDDU as they have entered into an agreement with BSD Robotics of Australia to be the sole authorized US provider for BSD equipment. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
