Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00604-16-T-3059. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-86 and DFARS Publication Notice 20151230. It is the responsibility of the vendor to be familiar with the applicable clauses and provisions. The proposed contract is 100% set-aside for small business concerns. The Small Business Office concurs with the set-aside decision. The NAICS code is 812332 and the Small Business Standard is $38.5M. NAVSUP Fleet Logistics Center Pearl Harbor Regional Contracting Department requests responses from qualified sources capable of providing the following under a Single Award Indefinite Delivery, Requirements, Firm Fixed Priced (FFP) services type contract: CLINQTYU/I CLIN 0001:1Group LAUNDRY SERVICES - April 1, 2016 to March 31, 2017 FFP In accordance with the PERFORMANCE WORK STATEMENT. Pricing will be in accordance with Exhibit Line Items (Attachment 1). The actual quantities and items to be laundered will be issued by task orders to the Contractor. Task orders will be firm-fixed price. CLIN 1001 OPTION:1Group LAUNDRY SERVICES - April 1, 2017 to March 31, 2018 FFP In accordance with the PERFORMANCE WORK STATEMENT. This announcement will close at 4:00 P.M. Hawaii Standard Time Friday, March 18, 2016. All quotes along with representations and certifications are to be emailed to Frederick Ray, Contract Specialist at Frederick.ray@navy.mil. All questions regarding this solicitation must be emailed to Frederick Ray, Contract Specialist no later than 12:00 P.M., Hawaii Standard Time on Wednesday, March 16, 2016. Questions received after this date may not be accepted. If the Government decides, as a result of questions asked, that there are issues that need to be addressed to all potential vendors, an amendment to the solicitation will be issued reflecting the questions and answers. The resultant contract will be based on lowest price technically acceptable. Procedures in FAR 13.106 are applicable to this procurement. Offerors are to submit a quote in accordance with the performance work statement. The Government will award a contract resulting from this solicitation to the responsible vendor whose quotation conforming to the solicitation will be most advantageous to the Government. Award will be made on the basis of the lowest evaluated price of the submission meeting or exceeding the acceptability standards for non-cost factors. Factors are as follows: Factor 1: Technical Offer must meet or exceed the requirements in the solicitation and any subsequent amendments. The Government will evaluate the Technical Submission, to include (a) technical capability/approach and (b) past performance, as ˜acceptable ™ or ˜unacceptable. ™ An offeror must receive an ˜acceptable ™ rating in both sub-factors to be considered for an ˜acceptable ™ rating for the technical factor. Sub-factor 1.1: Technical Capability The technical capability submission shall clearly demonstrate the contractor ™s capabilities and expertise in sufficient detail to determine technical acceptability. The offeror shall demonstrate an understanding of the solicitation requirements by describing in detail their approach, methods, and techniques to effectively achieve the performance objectives/standards. Technical Acceptable/Unacceptable Ratings RatingDescription AcceptableProposal clearly meets the minimum requirements of the solicitation. UnacceptableProposal does not clearly meet the minimum requirements of the solicitation. Factor 1.2 : Past Performance The quoter shall submit, as part of its quote, information on previously performed contracts or on-going contracts that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms. Information shall be provided on either 1) all such contracts within the past three years, or 2) the last three such contracts performed, whichever is fewer, and shall be limited to the name and address of the organization for which the product was supplied and services were performed and the number (phone, fax or Internet) of a contact for each contract listed. The quoter should not describe past performance history in the quote. The information should include, however, discussion of any major problems encountered on the contracts listed and the corrective actions taken to resolve them. The information may also include a description of any quality awards earned by the quoter. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a company with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The assessment of the quoter ™s past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFQ. Past Performance Evaluation Ratings RatingDescription AcceptableBased on the offeror ™s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror ™s performance record is unknown. UnacceptableBased on the offeror ™s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort. Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, œunknown  shall be considered œacceptable.  Factor 2: Price For offers which meet technical acceptability, award will be made to the lowest priced offeror. Offerors shall submit a completed schedule with unit pricing for all ELIN items under the ELIN Attachment. The Government will evaluate the pricing submission based on a cumulative of the base period and all option years, to include a six-month extension in accordance with FAR 52.217-8 ONLY FOR ELINS WITH ESTIMATED QUANTITIES LISTED. The Government will calculate the six month extension at 50% of the proposed estimated total for Option Year 4. WRITTEN ORDERS Written orders will contain the following information consistent with the terms of the contract: (a) Date of order; (b) Contract number and order number; (c) Requisition number; (d) Item number and description, quantity ordered, unit price and contract price; (e) Place of delivery or performance (including consignee); (f) Packaging, packing, and shipping instructions if any required; (g) Accounting and appropriation data; (h) Inspection invoicing and payment provisions to the extent not covered in the contract; and any other pertinent information. Ordering Authority Any supplies and services to be furnished under this contract shall be ordered through by issuance of written task orders. Task orders may be issued from the effective date through the end of the period of performance of the last option exercised. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
