- This Sources Sought Notice is a Buy Indian Set Aside per 25 U.S.C. 47. The Kayenta Health Center issues this notice in accordance with FAR 5.101 for the provision of Art Work Consultation services. The purpose of this notice is to identify potential contractor(s) in whom will provide the following services: • The contractor shall serve as the administrative coordinator for the purchase of art work for the new Kayenta Health Care Facility in Kayenta, Arizona 86033. • The contractor shall work for an administrative service fee which will be based on a fixed percentage of the overall art purchase. • The contractor shall initiate communication with the Kayenta Arts Committee to hold an introductory meeting and discuss the overall arts and the community art fair(s). • The contractor will be responsible for conducting a minimum of one "Call for Artists" fair. o The fair shall be open to all Native American artists. o Children's art at the fair(s), under the age of 18, must be accompanied by a parent or guardian. o Artists provide authentic or their replicated artwork, of any media, representing the Dine community, Dine culture and scenery of the Navajo are, most specifically of the Kayenta Service Unit areas (Kayenta, AZ; Dennehotso, AZ; Shonto, AZ). o All photos and prints shall be matted and framed with Plexiglas and ready for immediate display. o Two dimensional works (paintings and prints) must be property framed and ready to display or hang. o Three dimensional sculpture art work (8 inches to 5 ½ feet) must have display stands and/or pedestals suitable for exhibition and protection. • The contractor shall coordinate with the Kayenta Arts Committee in the selection of numerous pieces of genuine Navajo Art including, but not limited to rugs, pottery, sculptures and other similar artistic items. • Other acceptable artwork shall include Native or Non-Native artists' photographs of the surrounding communities of the Kayenta Service Unit and within the four Sacred Mountain boundaries (near Alamosa in San Luis Valley, CO to Laguna, NM to Flagstaff, AZ to La Plata Mountains, CO) • The contractor shall purchase and frame up to (size of paintings/prints/photographs is before frame): 95 - 8" x 10"; 5 - 16" X 24"; 7 - 17" X 25"; 7 - 3' X 2' 32 - 3' X 3'; 1 - 3' X 5'; 1 - 6' X 2'; 1 - 3' X 6' 10 - 4' X 3'; 6 - 5' X 3'; 2 - 6' X 3'; 4 - 2' X 2' • The Kayenta Arts Committee will be the deciding party (by majority vote) for final selection of all art. • The contractor shall provide expertise in determining the authenticity and appraised value of each piece of art. • The contractor shall work with the Kayenta Arts Committee to negotiate and agree to a final purchase price of each art piece. • The contractor shall ensure all art work has an appropriate sales contract agreement of original transfer each piece of art. • Upon the final negotiated price, the contractor is responsible for making final payment to the artist for the art work at the time of the fair(s). The technical evaluation criteria associated with this notice is as follows: • The contractor shall provide data to support successful past performance reviews. • The contractor shall provide supporting data to demonstrate financial capabilities to meet the Government needs (without advance payments from the Government). • The contractor shall have the necessary tools to properly mat and frame Native American Artwork. • The contractor shall have the ability to authenticate genuine artwork and catalog associated artists. • The contractor shall have the ability to safely store and install securely acquired artwork in coordination with the Government's schedule. • The contractor shall have the ability to contact local artist database from various parts of the Navajo Nation per the Scope of Work, within the boundaries of the four sacred mountains.
