- Justification and Approval for Other Than Full and Open Competition A water filtration system is required for Eielson Air Force Base (EAFB), Alaska due to an Environmental Protection Agency (EPA) health advisory for Perfluorooctanoic Acid (PFOA) and Perfluorooctane Sulfonate (PFOS). In accordance with AFI 48-144 "Drinking Water Surveillance Program" the Air Force is required to provide potable water to all personnel assigned to Eielson AFB (EAFB). The use of other than full and open competition is being requested to provide potable water from approximately 1 March 2016 - 27 February 2017.
