Description
This is a sources sought notice for acquisition planning purposes only. No formal solicitation for this work exists at this time. The responses to this synopsis will be used as Market Research to determine the Bureau of Reclamation's overall procurement strategy, in particular whether a set-aside or alternate procurement strategy is warranted. All eligible and qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The Bureau of Reclamation, Lower Colorado Region, has a requirement for the design and installation of five draw out type Generator Circuit Breakers and associated equipment. The project will be to procure and install five 15.5kV 3000A generator rated vacuum or SF6 breakers at Davis Dam. This is to include the modification of the existing iso-phase bus on units 1, 2, and 4 to accommodate the new switchgear. For units 3 and 5 there is existing switchgear that it might be possible to retrofit to accept the new unit breakers and associated equipment. The breakers would need to have remote open/close capability and be connected to the existing Protection/SCADA systems in the control room. Additionally in the breaker cabinet new current transformers would be installed and connected to the SCADA system. Before the new switchgear is turned over to the government the maintenance crew at Davis Dam will need to be trained in the operations and maintenance of the new equipment. Principal features of the work include but are not limited to: A. Remove two 15.5-kV Unit circuit breakers; two disconnect switches, two ground switches. B. Furnish and install five generator-service circuit breakers, five disconnect switches and five ground switches. C. Furnish and install two current transformers per phase on each side of the Unit circuit breakers. D. Furnish and install single phase sync potential transformer w/ lockable secondary switch on the system-side of each unit circuit breaker. E. Modify existing isolated-phase bus and furnish and install new isolated-phase bus as needed to connect new circuit breakers to existing isolated-phase bus. F. Remove current transformers/potential transformers located in the iso-phase bus. G. Furnish spare parts, to include one spare circuit breaker, and special tools as required. Include listing with all parts and tools including part number, price, catalog number, part description, and reference drawing number. H. Furnish parts, adapters or equipment required to perform the field tests (Leakage, Gauge, Stored Energy System, Electrical Resistance of Current Path, Clearance and Mechanical Adjustment, Timing, and Power Frequency Withstand Voltage) not currently in possession of BOR Davis Dam. I. Wiring database/as-built drawings containing all the wiring information for the cables included in this work scope. The Bureau of Reclamation, Lower Colorado Region, intends to award a firm-fixed price construction contract with an estimated magnitude of between $1,000,000 and $5,000,000. This acquisition will be announced under North American Industry Classification (NAICS) Code 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $15.0 Million. Capability statements and all responses are to be submitted no later than close of business on March 24, 2016, via email to Rita Horkan at rhorkan@usbr.gov. The subject line of the email should reference: "Response to Sources Sought Notice - Davis Unit Breaker Replacement". The capabilities package should demonstrate the firm's ability, capability, and responsibility to perform the principal components of the work listed. Packages should be no longer than 4 pages and include the following: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.). (2) Provide a business point of contact to include email address and telephone number. (3) Provide a list of projects completed within the past five years where the work involved replacement of unit circuit breakers, or comparable equipment. Include examples for which your firm was entirely responsible for providing labor, equipment, and materials. Provide a brief description of the work performed, project title, dollar value of the job, and the customer's contact name and phone number for the work completed. (4) Demonstrate ability to obtain bonding. (5) Proposed NAICS if different than 238210. Provide an explanation/rationale for the proposed NAICS code. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov. No reimbursement will be made for any costs associated with providing information in response to this notice.
