- FAR 52.212-5 Terms and Conditions SOW This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-RML-D- 1780392 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP) and FAR 6.302 Circumstances permitting other than full and open competition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-85 February 26, 2016. The North American Industry Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $20.5 million. The small business set aside is dissolved for this requirements. It is being competed full and open. The National Institute of Allergy and Infectious Diseases (NIAID) Tuberculosis Research Section of the Laboratory for Clinical and Infectious Diseases, has a requirement for a one year, Total Plus Support Agreement for the following piece of scientific equipment and components: 1) Beckman Coulter, Biomek FXP Dual Multichannel Span-8, serial number A318440129 (see attached list of components and their serial numbers). The equipment system is located in the BSL-3 facility. Access to the BSL-3 is limited and requires prior approvals. The period of performance is 03/21/2016 - 03/20/2017 (1 year). The agreement shall include all parts, travel and labor associated with emergency service calls, 1 scheduled on-site preventative maintenance visit, factory trained technicians, and a guarantee of requisite parts from original equipment manufacturer. The objective is to minimize downtime to allow the lab to perform critical daily experiments without disruption to instrumentation. *See attached Statement of Work for specific requirements of agreement Place of Performance: NIH, 9000 Rockville Pike, BLDG 33, RM: 2W20A, Bethesda, MD 20892, United States. FOB: Destination The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this notice of intent will include the terms and conditions set forth herein. The award will be based on the following; price, capability to meet the requirements, delivery and the best value to the government.
