- U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with Levi, Ray & Shoup, Inc., 2401 W. Monroe Street, Springfield IL, 62704 USA to provide annual maintenance renewal for AnyQueue and VPS/TCPIP products. CBP is renewing annual licenses needed for application production and necessary ongoing maintenance to already existing systems. As the brand name must be VPS, VPS/TCPIP, and AnyQueue, Levi, Ray & Shoup owns exclusive rights to modify the software. This is a proprietary Original Equipment Manufacturer (OEM) system that supports specific EIT hardware and software products. The compatibility with existing hardware/software system configuration is limited to the "Brand Name" identified. Converting to an alternative software product is not a consideration at this time. Testing and implementation of new products would require extensive time and funding, neither of which can be justified at this time. CBP plans to migrate off the mainframe within the next 2 years, so investments in new software are not warranted. The Government intends to solicit and negotiate directly with Levi, Ray & Shoup, Inc. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. An award shall be made to Levi, Ray & Shoup, Inc. The anticipated award date is 25 March 2016. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to brice.winston@cbp.dhs.gov. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by 18 March 2016 at 12:00 PM EDT, an award will be made to Levi, Ray & Shoup, Inc.
