Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Request for Information/Sources Sought (RFI/SS) is for information and planning purposes only, at this time, and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although "proposal" and/or "Offeror" may be used in this SS/RFI, any response will be treated as information only. Requirement Background: The Knowledge Based Systems (KBS) is a National Program Office created to infuse clinical informatics expertise into the Veterans Health Administration (VHA) healthcare, research, and education decision-making, strategic planning, and delivery with the goal of continually improving the quality, safety, and efficiency of VHA health and healthcare environments. The aim of clinical informatics is to improve health care delivery processes and outcomes through effective use of information and knowledge. Clinical Informaticians use their knowledge of patient care combined with their understanding of informatics concepts, methods, and tools to assess information and knowledge needs of health care professionals and patients; characterize, evaluate, and refine clinical processes; develop, implement, and refine clinical decision support systems; and lead or participate in the procurement, customization, implementation, management, evaluation, and continuous improvement of clinical information systems. The mission of the Knowledge Based Systems Office (KBS) is to enhance health and health care by ensuring that clinicians, staff, patients and others are presented - where ever the point of care is or was - with intelligently filtered knowledge, person-specific information and potential actions at the right time and in the right way. KBS' core competencies include: "Terminology: Provides expert clinical terminology consultation, development, mapping, modeling and tooling to support semantic interoperability and reasoning capabilities in health records "Standards and Interoperability: Provides expert health standards development engagement and consultation, contributing to a common framework for functional and semantic interoperability by sharing VA requirements and supporting solutions to achieve intelligent health information exchange that extends to enhanced patient care "Clinical Decision Support: Provides subject matter expertise on CDS to internal and external collaborators, and supports design and implementation of VHA's current and future CDS strategy by identifying and exploring CDS capabilities needed to optimally support patient care "Informatics Architecture: Defines VA strategy and architecture as it relates to the representation of patient-specific clinical data and knowledge within VA health information systems and with technical methodologies used to process data for patient care, quality assurance, and secondary uses "Support to Informatics Post-Doctoral Education: Coordinates communication and collaboration among the Fellows and Fellowship Program Directors of the eight VA Advanced Fellowships in Medical Informatics nationally; offers Knowledge Based Systems practical experience opportunities to Fellows in training. Draft Scope of Work: The Contractor shall provide program management support services in support of the KBS project milestones and associated tasks and responsibilities related to providing functional support, analytical support and monitoring project reviews. KBS program activities and associated activities include the Clinical Decision Support Program, the Terminology Program, the Healthcare Standards Program, the Informatics Architecture Program, and the VHA Informatics Council (VHAIC), the Field Health Informatics Leadership (FHIL), and Informatics Education Initiatives. The Contractor shall deliver services to improve clinical processes and procedures; develop, implement, and refine clinical decision support systems; monitor and integrate management of KBS terminology projects and products, and facilitate in the procurement, customization, implementation, management, evaluation, and continuous improvement of clinical information systems. The Contractor shall provide all resources necessary to accomplish the scope of work described in the Statement of Work. (See Attachment A) Requirements: VA is seeking a contractor who has demonstrated experience in the following areas: A.Knowledgeable of the Department of Veterans Affairs B.Knowledgeable of Medical Informatics and its specialties C.Knowledgeable of Clinical Informatics and its specialties D.Knowledgeable of the American College of Graduate Medical Education (ACGME) standards. E.Experience in project management. F.Experience in Administrative Support Services G.Experience in Clinical Research H.Experience in education training development Submittal Information: All potential sources who are interested and believe their business is reasonably capable of fulfilling the requirement are invited to submit, in writing, a capability statement with sufficient information to substantiate your business is reasonably capable of performing the work. The capability statement must demonstrate a business's ability to fulfill the requirement as well as be responsive to the questions posed herein. Submission Contents: Please include: A.Cover Sheet 1.Company Name 2.Company Address 3.Point of Contact 4.Telephone Number 5.E-mail Address 6.DUNS Number 7.Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,). Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide including technical expertise provided by each company. Please specify the percentage of work the each company will perform. 8.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. B.Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. C.Experience 1.Please provide no more than four (4) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding: A.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor) as it relates to the requirements in the section above titled "Draft Scope of Work". B.Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. C.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. 2.A narrative case study that describes the details of each project and why it is relevant to this requirement, including difficulties and successes. 3.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. Draft PWS Comments: The Government is seeking input and comments on the attached Draft PWS document. While not restricting comments in any way, the Government is especially interested in receiving comments in the areas listed below: Provide any comments and/or questions your company may have regarding the draft PWS What else has your company seen that could help better structure the draft PWS? Please identify any recommendations for additional categories as specified in the PWS to promote understanding or clarity of requirements. VHA is also interested in receiving comments relating to the type of technical information along with the PWS you recommend be included with a potential solicitation.
