Description

The purpose of this modification to the previously published Pre-Solicitation Notice for notice of intent to award a sole source contract is to change the procurement vehicle from an IDIQ contract to a Blanket Purchase Agreement (BPA). This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source BPA for a 12 month base and (4) annual option years to obtain specialized laboratory services on an as needed basis, both STAT and Non-STAT Time Sensitive for the VA White River Junction (WRJ) located on 215 North Main Street, White River Junction, VT from the Dartmouth-Hitchcock Medical Center laboratory, (D-H) One Medical Center Drive, Lebanon, NH 03756. Due to the remote location of the VA WRJ as well as the affiliate relationship between the VA WRJ and D-H, they are the only vendor that can provide the STAT and other time sensitive specialized laboratory testing services needed in this geographic location. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). A Sources Sought Notice published to FBO on 10/9/2015 under #VA241-16-VD-0001, returned no results other than from the incumbent, D-H. The solicitation will be provided to D-H, the sole source provider. The applicable NAICS code is 621511. The FSC/PSC is Q301. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
