Description
****UPDATE**** Solicitation will be available on or about March 18, 2016 and quotes will be due on or about April 19, 2016. The US Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) solicitation for Construction Services for the Sanitary Sewer Flow Diversion project at Fort Riley, Geary County, Kansas. The work will include constructing a sewage pump station, sewer force main, and gravity sewer line to divert sanitary sewer flow from the existing Custer Hill Wastewater Treatment Plant to the Camp Funston Wastewater Treatment Plant. Project includes all pumps, piping, electrical services, standby power, force main piping, gravity lines, manholes, air relief valves and all appurtenances. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly There will be an organized site visit planned for this solicitation. The details will be included in the solicitation. If there are any changes to the scheduled site visit, the correct time and location will be included in the solicitation or amendments as applicable. At this time, one option has been identified for this project. In accordance with FAR 36.204 and DFARS 236.204, the estimate magnitude if this construction project is: Between $1,000,000.00 and $5,000,000.00. This solicitation will be issued as an Invitation for Bid (IFB) and evaluated in accordance with FAR 14.1 based on Price and Experience. The IFB will result in the award of a single firm fixed price (FFP) construction contract. The estimate performance period for completion of construction is 365 days from Notice to Proceed (NTP). The solicitation will be available on or about March 7, 2016 and quotes will be due on or about April 6, 2016. The solicitation, including any amendments, shall establish the official opening and closing dates and times. This procurement is competitive 8(a) set aside with a North American Industry Classification System (NAICS) Code is 237110 (Water and Sewer Line and Related Structures Construction), with a size standard of $36.5 million. For the purpose of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standards stated above. Downloads are available only through the Projnet.org website. Any amendments will only be available from the ProjNet website. Offerors are responsible for checking the FBO and ProjNet websites frequently for any update(s) to this Pre-Solicitation Announcement or amendments to the Solicitation. The website is occasionally inaccessible due to maintenance. The government is not responsible for any loss of internet connectivity or for an offerors inability to access the document at the referenced website. Prior to bidding, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and associated information will be available from the FedBizOpps website at https://www.fbo.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the Offeror’s responsibility to check the website periodically for any amendments to the solicitation. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued.
