Description

Presolicitation For Siemens Medical Equipment Repairs 1. This is a Presolicitation notice for commercial items and services of Medical Equipment Preventive Maintenance and Repairs, with additional information included in this notice. The solicitation VA244-15-R-0564 is being issued as a request for proposal. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal. 2. The North American Industry Classification System (NAICS) code is 811219 - Diagnostic imaging equipment repair and maintenance services. Offerors must be registered in the SAM System for award management at www.sam.gov in order to be considered for award. 3. Furnish all necessary labor, equipment, tools, materials, etc. for full preventive maintenance services and unscheduled maintenance as needed for Government Owned Siemens Medical Equipment listed under the schedule of equipment in accordance with all terms, conditions, provisions, schedules and specifications of the subsequent solicitation VA244-15-R-0564. 4. In accordance with FAR part 15.201, Exchanges with industry before Receipt of Proposals, this draft RFP is provided to assist prospective offerors in the planning and development of proposals for future submission pending release of the final RFP version. The information provided under the draft RFP is subject to change prior to release of the final RFP. The final RFP is scheduled to be released on or about March 18th, 2016 with a tentative closing date of April 22th, 2015. The North American Industry Classification System Code (NAICS) is 811219. The contract period of performance will be for 24 months, with two annual ordering periods. It is the responsibility of the prospective contractors to be familiar with the applicable clauses and provisions. The intent is to encourage industry input, comments, and questions from all interested companies to include small and small disadvantage businesses. The purpose of exchanging information is to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain services at reasonable prices and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. 5. The Government will award one contract resulting from this request for proposal to the responsible offeror whose offer represents the best value in terms of technical capability and price. All non-price factors (i.e., technical capability and past performance) are significantly more important than price. Submit any questions to the attention of Andrew Taylor to andrew.taylor3@va.gov.
