- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The commercial items procedures of FAR Part 12 will be used. NAICS code is 339113, size standard 750 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87 effective March 7, 2016. This is a small business set-aside. This acquisition is being conducted under the authority of the commercial item test program at FAR 13.5. Only electronic offers will be accepted. Patient Lift Features Lift Unit a.Must have a capacity for lifting 600 pounds or greater. b.Lift cassettes will have a useful life of 24,000 cycles or greater. c.The lift cassette must be upgradable to add additional features without buying new cassette(s). d.System must have an emergency stop pull cord that is easily accessible from standing person's height. e.The system must have an emergency patient lowering option to safely lower patients (without use of tools) in the event of equipment malfunction. f.The lift technology will include electronic soft start and soft stop g.Patient lift interfaces with digital hand control for electronic lifting and lowering of patients. h.The raising belt will be rated to lift 600 pounds or more. i.Must have capability for displaying data that provides: total lift count, total hours, last/next service plus visual alerts for preventative maintenance inspections. j.Must include an integrated patient scale to eliminate the use of external scales. k.Must have two year or better warranty on lifting straps and cassettes. l.Lift system must have a wireless interface that connects to the existing VA Wi-Fi network infrastructure. 1.The wireless interface will be capable of collecting 18 or more data fields. 2.The lift system must have capability to be monitored remotely via web access 3.The system will have the ability to send automatic messages via e-mail or TCP to remote clients. Clients will be inclusive of smart phones, tablets, laptops and PCs. 4.The system will have a Graphical User Interface (GUI) to provide plotting tools, automatic messages pertaining to low or over voltage conditions, service life cycles limits and over current conditions. Ceiling Track System a.System will have continuous in-track charging system with "return to home" mode. b.The system will be compatible for mounting on existing tracks where applicable. Hangar Bars/Accessories a.System will have hanger bars with locking clips that can be certified for use with other manufacturer and third-party slings. b.The hanger bars will be available in two and six point configurations c.The raising strap/belt will be a length of 96 inches or greater. d.Lifting strap can be completely cleaned/disinfected. Batteries a.The system will utilize non-proprietary sealed rechargeable lead acid batteries. b.Batteries provided will have a two year warranty or better. c.The system will have visual and audio low battery indicator(s) and display total battery charges and current battery level. Training/Service a.Vendor to provide clinical applications training to all shifts of clinical personnel b.Vendor to provide service maintenance training to Biomedical Engineering personnel. A Note on Determining Responsibility of Suppliers: All relevant facts and circumstances gathered from sources of information available to the Government (e.g., National Institutes of Health [NIH] Contractor Performance System [CPS] and Past Performance Information Retrieval System [PPIRS]) will be used as part of determining the responsibility of prospective suppliers. If an Offeror has not commented on negative past performance evaluations obtained by the Technical Evaluation Board, the Offeror may be given the opportunity to explain and/or mitigate adverse past performance during verbal or written interactions after receipt of proposals. Offerors who do not have relevant past performance will receive a neutral rating (neither favorable nor unfavorable).
