- Statement of Objectives- Cancer Genomics Cloud Pilot Extension Intent to Sole Source/Sources Sought Notice/Request for Information Announcement - Cancer Genomics Cloud Pilot Extension The purpose of this announcement is to state the Government’s intent to sole source new work onto the following three contracts: HHSN261201400006C (Broad Institute), HHSN261201400007C (Institute for Systems Biology), and HHSN261201400008C (Seven Bridges Genomics). The Government believes that these three contractors are the only ones that are capable of fulfilling the tasks outlined in the attached draft Statement of Objectives (SOO). The draft SOO will be the document used in order to assess a contractor’s capability. This Intent to Sole Source/Sources Sought Notice (SSN)/Request for Information is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this notice is to obtain information regarding the availability and capability of qualified sources to fulfill the Government’s need. Your tailored Capability Statement shall address all aspects of the draft SOO and demonstrate and document a clear understanding of all tasks. Your response to the information requested will assist the Government in determining the appropriate acquisition method. This requirement will be assigned NAICS code 518210, Data Processing, Hosting and Related Services, with a size standard of $32,500,000. A. BACKGROUND The primary Research and Technical Objectives (RTO) of the Cancer Genomics Cloud Pilot Extension (CGC-E) are: 1. Support the existing Cancer Genomic Clouds as resources to the cancer research community. 2. Develop prototypes of a Cancer Knowledge System that would integrate with the NCI Genomic Data Commons (GDC). The existing Cancer Genomic Clouds will build upon the lessons learned during the Pilot phase of the project and extend supported data, use cases, services, analytical capabilities, interoperability, and data standards to meet researcher needs. The ultimate goal remains the same as that of the initial Cloud Pilot BAA: democratizing access to NCI genomic and related data sets, and providing a scalable, sustainable analysis framework to the cancer research community. *Please see the attached draft Statement of Objectives. B. HOW TO SUBMIT A RESPONSE If any responsible source believes it can provide the service that meet the requirements outlined in the draft SOO they may submit a tailored capability statement via email (PDF format; 15 Page Limit, these pages exclude resumes) for consideration by NCI to Andrew May, Contracting Officer, at Andrew.May@nih.gov by the 9 am ET, March 28, 2016. No collect calls or facsimile transmissions will be accepted. Respondents must include DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code. Capability of the contractor will be determined by the Government’s subject matter expert as well as the Contracting Officer. At the discretion of the Government, all capable contractors may be allowed an opportunity to discuss the draft Statement of Objectives with the program office.
