Description
CCTV upgrade. Bureau of Land Management (BLM). Amendment two posts some additional questions and answers. Amendment one posts questions and answers. The Bureau of Land Management (BLM) National Training Center (NTC) located at 9828 North 31st Avenue Phoenix, Arizona 85051 requires upgrades and enhancements to its' CCTV security system. The full details are in the Scope of Work. This procurement is being conducted using Federal Acquisition Regulation (FAR) Simplified Acquisition Procedures (SAP) with best value selection. This procurement is a 100% set aside for small business. This procurement is being conducted under NAICS code 561621 security systems services except locksmiths. All contractors wishing to do business with the federal government must have an active entry in the SAM computer system (https://www.sam.gov) and not be a debarred contractor. Note in the scope of work that a site visit is mandatory and the scope of work gives the date and time of the site visit. The best value selection is a two factor process in addition to the consideration of price. One non-price factor is a collection of Pass / Fail criteria. The other non-price factor is a collection of criteria where each criteria will be assigned a whole number numeric score of zero (0) to ten (10) by a source selection committee. A Fail in any of the Pass / Fail criteria results in the complete failure (rejection) of the submitted quote. The criteria that receive a numeric score will be summed for all the criteria and the higher the sum the higher the rating of the quote. For example: given that: a) there are two criteria that receive a numeric score C1 & C2 b) there are two quotes Quote1 and Quote2 c) the source selection committee scores in the following manner: Quote1 C1=5 and C2=4 & Quote2 C1=8 and C2=2 then Quote2 has a higher rating because it came in at 10 (8+2) vs Quote1 that came in at 9 (5+4). The aggregate of the best value criteria exclusive of price is more important than price. This means that in all quotes received that did * not * have a Fail, the total numeric scores will be considered vs price with the total numeric scores being more important than price. The Pass / Fail criteria are, in no particular order of importance: 1) proposing a camera that is Panasonic brand name or equal 2) past performance (includes reference checks) 3) ability to provide training on the use of and, if necessary, routine maintenance of the products supplied and 4) ability to have a Tech on site in person within twenty four (24) hours of a call to Tech Support. The criteria that receive a numeric score are, in no particular order of importance: 1) timeframe of project completion from notice of issue of purchase order (10 = within one week, 9 = within two weeks, 8 = within three weeks, ¿ 0 = within 11 weeks or greater) 2) meeting the base requirements in terms of performance characteristics of the equipment proposed and quality of the equipment proposed 3) for each of the six (6) extensions to the base requirement with each as a separate criteria (each receives a separate numeric score) meeting each of the criteria in terms of performance characteristics of the equipment proposed and quality of the equipment proposed.
