- Performance Work Statement for ATLD SOURCES SOUGHT NOTICE: THIS IS NOT A SOLICITATION; no award will be made as a result of this request. This sources sought is for informational purposes only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this Sources Sought Notice. The Government will not pay for information and materials received in response to this posting and is in no way obligated by the information received. General information: Incumbent: Davis Paige Management Systems, LLC Contract Number: W91WAW-13-C-0008 Contract end date: 15 MAY 2016 This NOT A REQUEST FOR PROPOSAL. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company’s claim that is presently has the technology qualification, and capability to satisfy one or more of the performance and technical objectives described in the attached draft PWS (located under additional information, additional documentation). The following questions should be answered within the white paper response: 1. 1. What socioeconomic category does the company fall under? 2. 2. Would you intend to be a Prime or Sub? 3. 3. Which part of the PWS would you subcontract? Please estimate the maximum percentage of the overall requirement which your organization could perform with in house resources. Consider the language at FAR 52.219-14(c) - Limitations on Subcontracting. 4. 4. Provide a statement or explanation of the company’s background, technical expertise, experience, staffing, and other capabilities that demonstrate the company’s ability to perform the stated services and requirements in the following: a. Providing subject matter experts that provide long-term continuity with specific emphases on planning, programming, budgeting, resource training, leader development requirements, and execution of programs that support the Army? b. Knowledge and experience in the following areas c r i t i cal tr a i n i ng p r o g r a m s t o i nc l ude C o ll ec t i v e T r a i n i n g, T r a i n i ng M i ss i on A r ea, Func t i onal A r ea A ssess m en t, A rm y S chool S y s t e m, tr a i n i ng po li cy and ana l y s i s. 5.
