Description
Title: P-8A Fuel Quality Processing Unit (FQPU)/ Standby Power Distribution System (SPDS) System Description(s): The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company to modify Fuel Quality Processing Unit (FQPU) firmware to correct deficiencies and improve performance of support of certification of P-8 Air -to-Air Refueling capability. The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company to procure the ability to modify the P-8A FQPU firmware to correct deficiencies, improve performance and update the Standby Power Distribution System (SPDS) software to the latest version of the software. NAVAIR intends to negotiate and award the contract utilizing other than full and open competition pursuant to the authority at FAR 6.3032-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". Pursuant to DFARS 206.302-1(d) and PGI 206.302, a sources sought notice was posted for this requirement. This effort will consist of modifying the P-8A FQPU firmware to correct deficiencies, improve performance, and update the SPDS software to the latest version of software. The FQPU software will be updated from part number 30300-0101/0201 to part number 30300-0301. The SPDS microprocessors will be updated to the most current approved software version. This modification will support the certification of the P-8A Air-to-Air Refueling capability. The period of performance of this effort is anticipated from November 2016 through December 2018. This notice of intent is not a request for competitive proposals. The Sources Sought Notice posted to FBO on 8 January 2016 provided the opportunity for interested parties to submit a capability statement identifying its ability to execute the requirement. The Government has completed a review of all written information submitted on or before 6 January 2015 in response to the notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation notice.
