Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The US Army Contracting Command is exploring options for Program Executive Office (PEO) Chemical Biological Radiological and Nuclear (CBRN) Defense Systems Branch Soldier with regards to potential hydration systems suitable for use by aircrew within a variety of U.S. Air Force (USAF) aircraft platforms. The systems will need to be resistant to chemical warfare agent penetration and any connections must ensure no leakage of chemical or biological agents. Systems must be capable of containing enough liquid for 2 hours of moderate work in an environment of 95 degree Fahrenheit with 50% relative humidity. Systems may be either body or equipment mounted for an aircrew within a military aircraft (no backpack systems). The fluid container must be easily removable from the system and easily refillable without contamination. Multiple configurations suitable for use by aircrew in different aircraft platforms (e.g. fighters versus transport aircraft) are acceptable. A response containing information about a system which would be suitable for only certain types of aircraft is acceptable. Proposed systems that require some development are of interest. ACC is seeking the following information: 1. Description of systems with pictures (if available) with information about volumetric capacity, size, and weight. Please include an overview description of any testing that may have been conducted with these systems. 2. If systems would require further development or alteration, please include an acknowledgement of this fact, and a rough estimate of how long this work might require (cost and pricing information are not required at this time). 3. This system would replace or supplement the standard one quart military canteen that are currently used within in USAF aircraft. Responses at a minimum should include: RFI title, company name, address, telephone number, facsimile number, website address (if available), and type of business (large or small), DUNS number, Cage Code, Facility clearance (Yes or No), information paper addressing the areas of interest listed above, brochures, published technical specifications, and 3rd party performance verification. Please identify your business as either Small Business (including Alaska Nature Corporation and Indian tribe), Veteran-Owned Small Business, Service Disabled Veteran-Owned small business, HUBzone Small Business, Small Disadvantaged Business (including Alaska Native Corporation and Indian tribes), and Women-Owned Small Business, or a Large Business. The name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with a Government representative should also be included. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's capabilities. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Although it is highly encouraged, not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. Proprietary, confidential, privileged commercial or financial information submitted in the RFI response should be marked accordingly to ensure appropriate handling and disposition by the Government. No classified information shall be submitted in the RFI response. Only Government personnel will have access to information marked as proprietary. Submissions are due no later than 5pm EST. 11 April 2016. No collect calls will be accepted.
