- This is a SOURCES SOUGHT NOTICE only (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. This Sources Sought Notice issued by the Shore Infrastructure Logistics Center (SILC), Norfolk, VA is to identify sources capable of providing ground maintenance services to be performed at various properties within the Coast Guard Base Miami Beach, FL area. The various properties include: Base Miami Beach (BMB), Richmond Heights, Civil Engineering Unit (CEU), Communication Station (COMMSTA) and Card Sound Warehouse Facility located in the greater Miami area, for a base period plus four potential one-year option periods, if exercised by the Government, beginning on or about 01 October 2016. The contractor shall furnish all labor, transportation, equipment, tools, materials, supplies, supervision and other items or services necessary to perform the required services. The basic services include, but are not limited to, grass cutting, debris removal, surface sweeping, edging, trimming, plant and shrub pruning, weed control, fertilization and soil additives, palm tree fertilization, flower and shrub bed planting and maintenance, tree pruning, tree branch removal; also includes the maintenance and operation of irrigation/sprinkler systems. Location and Service Areas: The work shall be performed at Base Miami Beach (BMB), Richmond Heights, Civil Engineering Unit (CEU), Communication Station (COMMSTA) and Card Sound Warehouse Facility located in the greater Miami area, which require services for approximately 36.2 acres, which include properties, fields, buildings, facilities, interior roadways, tree lines; various flowers beds consisting of flowers, plants and shrubs; and approximately 19,563 linear feet of fence line to be treated. All required licenses and or certifications required for the State of Miami must be identified with your response to the sources sought, along with any other required information (i.e., chemical). The applicable North American Industry Classification Standard (NAICS) Code is 561730 (Landscaping Services) with an applicable size standard of $7.5 Million. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in SBA's Small Business Size Regulations, http//www.sba.gov/regulations/121/. Any interested firm capable of providing these services is requested to respond via E-mail only to: connet.m.broadnax@uscg.mil no later than 2:00 p.m., Monday, 21 March 2016 with the following documentation: Company Name, Dun and Brad Street Number (DUNS), Office/Mailing Address, Point of Contact Information, including Phone number(s) and Email address, Business Size (small, veteran-owned small business, service-disable small business, HUBZone, 8(a), Small Disadvantaged business, woman owned, or large business). In addition, past performance information and a capability statement shall be submitted. (1) Past performance information shall include Recent and Relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Offeror shall furnish this information for at least three (3) contracts, ongoing or completed within the last three years only, for like or similar services, held with the U.S. Coast Guard, other Government agencies or private industry. Like or similar contracts are defined as Grounds Maintenance/Landscaping Services. Reference the following number: SS7505. (2) Capability statement must show how an interested vendor will accomplish Ground Maintenance services at the various Base Miami Beach locations by addressing such items as the recruitment of labor, the availability of equipment and resources, the availability and/or establishment of a local office, the subcontracting of any of the work, etc. Competition and set-aside decisions may be based on the results of this market research. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. CCR can be obtained by accessing the Internet at www.ccr.gov or by calling 1-888-227-2423. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF A SOLICITATION. The government reserves the right to consider any arrangement as deemed appropriated for this procurement. It is the potential offer's responsibility to monitor this avenue for release of any future solicitation or synopsis.
