- Description of PA-TAC Services PA-TAC Flyer The Federal Emergency Management Agency (FEMA) requires professional services to provide surge capacity to support the implementation of the Public Assistance (PA) grant program. FEMA's Public Assistance (PA) grant program provides assistance to State, Tribal and local governments, and certain types of Private Nonprofit organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the President. Through the PA Program, FEMA provides supplemental Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain Private Non-Profit (PNP) organizations. The PA Program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process. Under an overarching contract, FEMA intends to make multiple awards based on geographic zones to support disaster operations in each one of three (3) geographic zones. The work activities will include coordinating project formulation, providing professional customer service via direct communication with sub-grant recipients, and inspecting disaster related damages. The general types of professional skills necessary include project management, construction management, construction inspection, and engineering (structural, electrical, mechanical, geotechnical, architectural, civil, and hydrological). Additionally, FEMA intends to award one (1) national contract to provide technical subgrant review services. The work activities will include development of scopes of work and associated cost estimates, review and analysis of professional architectural/engineering reports and blueprints that may include scopes of work and related codes and standards, cost estimates, and expenditure reports. The type of professional expertise necessary is engineering (structural, electrical, mechanical, geotechnical, architectural, civil, and hydrological). In addition, commercial property insurance professionals will support in the review of grants to ensure there is no duplication of benefits in grant funding that is provided by insurance coverage.
