- (i) "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." (ii) The solicitation number is HHS-NIH-NHLBI-CSB-(HG)-2016-095-DM and the solicitation is being posted as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, March 7, 2016. ( iv) This is NOT set-aside, the associated NAICS Codes: 541511-Custom Computer Programming Services small business size standards is $27.5M and 541512-Computer Systems Design Services small business size standards is $27.5M. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. (v) Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals. The NIH Intramural Sequencing Center (NISC) is a high-throughput sequencing center supporting all institutes within the NIH. NISC has served the NIH community for over 15 years as a source for high-quality large-scale sequencing and analysis. The lab currently operates four (4) HiSeq2500s, three (3) MiSeqs, and one (1) Pacific Biosciences RS II. In addition the lab recently obtained a Bionano Genomics Irys for mapping of mammalian-sized genomes. This serves to provide critical information about the genome structure. The NISC staff includes fourteen (14) laboratory technicians, nine (9) bioinformaticians, and four (4) administrative personnel. Last year NISC received over 6000 samples from 14 institutes. These samples were processed using over a dozen different protocols. It is vital that NISC have sophisticated and robust tools for tracking samples throughout the many stages of sequencing. The ability to have our own programmers write code for the LIMS has given us the ability to quickly incorporate new equipment, new platforms, and new protocols. This is critical to NISC's ability to provide cutting-edge sequencing methods for the NIH community. Objectives: The NIH Intramural Sequencing Center (NISC), established in 1997, is a multi-disciplinary genomics facility that emphasizes the generation and analysis of DNA sequence. In addition to providing investigators at the NIH access to large-scale DNA sequencing, NISC played a major role in several efforts related to the Human Genome Project including a Comparative Vertebrate Sequencing Initiative, the ENCODE Project, and the Mammalian Gene Collection Program. Currently, NISC provides a broad range of NextGen sequencing options to intramural investigators throughout the NIH. NISC's goal is to continue to provide cutting edge technologies to our intramural investigators. A critical part of our sample data management and flow control is a detailed and highly customized LIMS system. The LIMS currently in use at NISC is on an aging platform that relies on at least one component that is no longer supported. NISC seeks to transition smoothly from the existing LIMS to an improved version that is compatible with our operations as an established DNA sequencing center and easily modified by our expert programming staff to allow us to keep pace with the rapidly changing demands of the evolving laboratory techniques. It must also be easily integrated with our support tools and be able to exchange data directly with our database through SQL commands. There is some urgency to get a new LIMS operational. Subscription Overview: • The Contractor will provide subscription services for the sole use by the NIH Intramural Sequencing Center (NISC). • The Contractor's subscription will include the right to use the Contractor's Subscription and the right to develop via access to all supported versions in both binary and source form. • The subscription also includes continuous access to the Contractor's software as it is created, tested, and certified by Data. • The Contractor's subscription is based on a per-installation subscription basis, which provides access to all subscription benefits during the subscription term. This includes: • Software; • Upgrades; • Updates; • Technical Support; • Security Fixes; • Knowledgebase; and • Cloud Base data center. Professional Services Overview: The Contractor will provide the following professional services to NIH Intramural Sequencing Center (NISC). • Provide technical support for installation for Production (PROD), Quality (QA) and Development (DEV) environments. • Provide technical support to NISC Software Engineering Team. • Provide software development support to help define the scope of the implementation for NISC. • Provide engineering support to design, build, deploy, operate and maintain LIMS. Anticipated Period of Performance : 12-Months Upon Award Procurement: 1. LIMS Software License Subscription, 12-Months Upon Award; and 2. Engineering Services for Laboratory Development Subscription, 270 Hours. Contractor's Requirements : Contractors will have the following general features : • User-friendly interface; • Implementation time: 6-9 months; allowing extensive custom design features added by Government staff; • Active Directory Authentication; • Web based tool (tablet compatible); • Allows Government bioinformaticians access to write specialized platform code. Contractors will have LIMS Database Related Feature : • Ability to link our existing LIMS data; • Ability to write directly to the database; • Ability to create custom objects in the database; • Ability to access database data model; • Easy to query database; • Ability to trigger information into LIMS; • Ability to trigger information from LIMS into external database. Contractors will have Customization Features : Configure method-Code or File Based; Supports Custom branched workflows; Customizable user interface; Configurable by lab technicians. vi. EVALUATION OF PROPOSALS: The Government will evaluate proposals that are determined technically acceptable in accordance with the Technical Evaluation factors. The Government intends to award a single contract from this solicitation. The Government reserves the right not to award a contract. Evaluation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals. EVALUATION FACTORS: Price (This will be Firm-Fixed Price): An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical proposal. Reasonableness determinations will be made by determining if competition exists, by comparing proposed prices with established commercial or GSA price schedules (if applicable), and/or by comparing proposed prices with the Independent Government Cost Estimate (IGCE). Criterion 1: The organization's technical understanding/approach to meeting the objectives in the SOW (45 Points): 1. Respondent's ability to understand existing data structures and workflow in order to build a new system that fits to current laboratory operations, rather than imposing changes to fit off-the-shelf models. 2. Demonstrated understanding of existing environment, including accessory information management systems in order to: a. provide tight integration and b. address feasibility and/or difficulty of the proposed project. 3. Able to describe how the respondent will implement components and to suggest a viable transition plan, including proposed timeline for each of the project phases. 4. Respondent's ability to address and explain specific technical requirements that should be considered including: a. direct access to underlying data objects, b. access to platform code customization. 5. Not currently working with any other organization that would create a conflict of interest. Criterion 2: Organizations relevant experience and composition and qualifications of the proposed staff (35 Points): 1. Information regarding respondents: a. staff expertise, including their availability, experience, and formal training; and current in-house capability and capacity to perform the work. 2. Briefly describe other relevant experience the organization has related to the scope of this requirement including: a. experience with government security requirements; and b. familiarity with government contracting and purchasing mechanisms. 3. 10 plus years' experience with laboratory information management systems. Criterion 3: Availability of resources, equipment, and facilities, required in the performance of the tasks as stated in the SOW: (20 Points) 1. Ability to create appropriate materials for the target internal and external stakeholders; 2. Availability of an in-house design and digital services team; and 3. Demonstrate experience working collaboratively with client in-house resources. viii.
