- Princeton Plasma Physics Laboratory (PPPL) a National Laboratory and Federally Funded Research and Development Center RDC) operated by The Trustees of Princeton University, a US Department of Energy Prime Contractor wishes to solicit proposals in response to Request for Proposals (RFP) 15-097C for construction services for the PPPL Infrastructure and Operational Improvements (IOI) Project. The scope of work of the IOI project includes the following: Base Requirements: 1. Renovation of C-site Motor Generator (MG) building (two floors) 2. Renovation of Research Equipment Storage Area (RESA) 3. Renovation of Lyman Spitzer Building (LSB) Annex (three floors) 4. Demolition of a temporary office structure known as Mod VI Option Items: 1. Add New Insulated Metal Panel Skin for C-MG Building (excludes Hazmat abatement). 2. Add New Draw Out Secondary Distribution for C-MG Building. 3. Add New Man Doors and Overhead Doors for C-MG Building. 4. Add Skylights for C-MG Building. The magnitude of this procurement is between $10 million and $16 million inclusive of option items. Bid, Performance and Payment Bonds will be required (see RFP for specific bond requirements). The performance period of the project is 670 calendar days after date of award. This procurement is unrestricted, full and open. The applicable NAICS Code is 236220, Commercial and Institutional Building Construction. Proposals received will be evaluated using a Best Value Trade Off source selection process. In conducting the tradeoff analysis for this procurement, the best combination of low cost and technical merit will be selected. The technical evaluation factors, when combined, are slightly more important than price. Award of a Firm Fixed-Price Subcontract, if any and at PPPL's sole discretion, will be made to the qualified and responsible Offeror submitting a proposal evaluated to offer the Best Value to PPPL. A Mandatory Pre-Proposal Conference/Site Visit will be held at 9:00 AM EST, Thursday, 24 March 2016. Attendance is a pre-requisite for proposal submission. Proposals are due to PPPL by 2:00 PM EST, Friday, 15 April 2016. This announcement shall not commit PPPL to issue a subcontract for this effort, or to pay any costs incurred by offerors in the preparation and submittal of proposals in response to this RFP.
