Pre-Proposal Meeting/Site Visit(s): Both the Pre-Proposal Meeting and Site Visit are mandatory for interested offerors and will be held from March 21, 2016 through April 1, 2016 to view each site identified in Schedule B. Offerors are to visit each of the project sites to fully understand requirements and current conditions. Offerors should be cognizant of, and plan for, logistical constraints and the challenges of mobility within Liberia particularly during the rainy season. The Offerors should understand and plan for the limited local subcontractor capacity, capability and quality standards as well as the limited availability of quality local materials and supplies. Offerors must plan to mitigate inherent risks associated with hiring local laborers, subcontractors and equipment so that the Project's quality standards are not compromised. The United States Government, represented by the U.S Agency for International Development to Liberia (USAID/Liberia), is seeking proposals from qualified small business organizations to provide construction services in support of ongoing USAID projects in agriculture, higher education, economic governance and natural resource management as detailed in Section C. USAID anticipates awarding a Firm Fixed Price (FFP) type contract as a result of this solicitation, covering a period of four years. Offerors must propose prices and costs that they believe are realistic and reasonable for the work described herein. This procurement will be conducted under Small Business Programs procedures, pursuant to Part 19 of the Federal Acquisition Regulation (FAR). Only organizations as described in FAR subpart 19.101 are eligible to compete. If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L of this RFP. Offerors must also carefully review Section M - Evaluation Factors for Award. Sections B through I of the solicitation will become a substantive part of the anticipated contract with blanks to be completed by the Contracting Officer upon award. Offerors are required to complete and return Section K - Representations, Certifications and Acknowledgements in full. It is the responsibility of the recipient of this solicitation to ensure that the solicitation has been received from the FBO page in its entirety. USAID bears no responsibility for data errors resulting from download or conversion processes. The Technical Proposal has a strict 55 page limit. Offerors are advised that any pages exceeding this limit will not be evaluated. Offerors are reminded that the Evaluators must be able to read the proposals, so presentation and legibility are crucial. The page limit of each subsection is discussed in more detail in Section L.7. USAID encourages the participation to the maximum extent possible of all small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity or as a subcontractor in accordance with Part 19 of FAR. USAID also encourages the use of the Interested Vendor List (IVL) on the Federal Business Opportunities website page so that firms can contact one another for consideration of teaming arrangements and/or small business subcontracting opportunities in response to this solicitation. USAID discourages the use of exclusive agreements with international or regional/local organizations as this limits USAID's ability to receive the best services.
