- Rev#1 Kitchen Equipment Description and Price Schedule This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, using the Simplified Acquisition Procedure for commercial information found at FAR 13 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912PF16T0019 and it is issued as a request for quote (RFQ). The solicitation is unrestricted and all interested offerors shall submit written quotes (oral quotes will not be accepted). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-57, DCN 20120330 and AFAC 2012-0330. The North American Industry Classification System (NAICS) code for this project is 423440. The purpose of this combined synopsis/solicitation is to purchase the kitchen supplies listed on the attached document named “Kitchen Equipment Description and Price Schedule”, where vendors are required to specify the unit and total cost of the items. The supply shall include the delivery, the assembly and the installation of the listed items, when applicable. Vendors are required to provide catalogs of the quoted material. The material shall be delivered (FOB Destination) to the following address: PUBLIC WORKS OFFICE, ENGINEERING SERVICES, DARBY MILITARY COMMUNITY, ITALY Ms. Gianna Buonanni, PWO Gate#27 56128 Tirrenia (Pisa) Delivery Date: Items shall be delivered by 15 April 2016 FOB Destination applies to this acquisition. The offeror is solely responsible for the performance of all inspection requirements and quality control. The following provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors - Commercial Items. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2 - Evaluation - Commercial Items - The addendum to paragraph (a) is as follows: “The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement, delivery schedule and price”. In case of multiple CLINs, the Government intends to award all or none of the CLINs. In order to be awarded the contract all offerors are required to be registered in the System for Award Management in accordance with FAR 52.204-7 and are also required to complete Offeror Representations and Certifications in accordance with FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Regarding the quotes submitted in Euro currency, The United States Government is exempt from payment of Imposta Valore Aggiunto (IVA) tax in accordance with DFAR 252.229-7003, Tax Exemptions, and with Article 72 of the Italian IVA implementing Decree Law 633, dated October 26, 1972. All quotes shall include, when applicable, the manufacturer, the model number, the specifications and measurements, pictures, price (US dollars or foreign currency which will be converted to US Dollars on the date of award according to Federal Reserve exchange rates), number of delivery days, company, point of contact, point of contact phone number, GSA contract number (if applicable) and any payment discount terms. Each offer shall clearly indicate the capability of the items to meet all specifications.
