- SUBJECT: Satellite-linked GPS telemetry collars to assist with the monitoring of important wildlife species. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 5:00 PM, March 23, 2016 by sending an e-mail to Amanda_jordan@nps.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), National Park Service, Alaska Region, Acquisitions Office intends to issue a sole source, firm-fixed price order to: COMPANY: Telonics, 932 E Impala, Mesa, AZ 85204 ON or AFTER: March 24, 2016 NAICS: 334220 Radio and television broadcasting and wireless communications equipment manufacturing AUTHORITY: 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made based on the following salient characteristics: 1 - The National Park Service, Alaska Department of Fish and Game, Bureau of Land Management, the United States Fish and Wildlife Service have worked collaboratively since 2008 for caribou long term monitoring. 2 ¿ Telonics utilizes the ARGOS satellite system which is utilized in the specialized program the National Park Service developed to manager GPS data related to wildlife collaring. 3 ¿ Telonics is the only collar manufacture that has been tested to meet weather temperatures of -40. 4 ¿ Telonics collars also come with blow-offs mechanisms so recapturing the animal is not required.
