- This document is for review purposes only. It has not been finalized and is not binding. This is the official solicitation synopsis for the Mountain Home AFB, ID Simplified Acquisition of Base Engineer Requirements (SABER) contract. This will be a single award, firm-fixed priced Indefinite-Delivery/Indefinite-Quantity (IDIQ). The scope of work includes all plant, labor, materials, equipment, tools, management, transportation, supervision and all other required supplies or services required to perform simplified task specifications that encompass most types of real property maintenance, repair, and construction work. Place of performance includes Mountain Home AFB, Off Base Small Arms Range, Range and Emitter Sites, Strike Dam Marina, and Rattlesnake Radar Site. The North American Industry Classification System (NAICS) code is 236220, and the size standard for this NAICS code is $36.5M. The specific description of work will be identified in each individual task order. Performance and payment bonds will be required in accordance with Federal Acquisition Regulation (FAR) Part 28 - Bonds and Insurance. The maximum programmed amount (total combined price of all task orders issued to Awardee) is $20,000,000.00. The guaranteed contract minimum of the contract is $20,000.00. The period of performance is for a twelve (12) month base period and four twelve (12) month option periods. Individual task orders may range from $2,001.00 to $750,000.00. All work shall be in strict compliance with the specification of the contract and the specifications for each individual task order. This is being solicited as a SBA Certified 8(a) set aside. It has been determined that competition will be limited to eligible 8(a) firms located within the states of Idaho, Oregon, Utah or Washington and 8(a) participants in good standing serviced by an SBA office outside these states, but having a Bona fide branch office within the geographical boundaries Idaho, Oregon, Utah or Washington. A Bona fide branch office is a place of business for purpose of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include constructions trailers or temporary construction sites. All other 8(a) Business Development Participants are deemed ineligible to submit offers. The successful offeror will be selected using Lowest Price Technically Acceptable (LPTA) in accordance with Federal Acquisition Regulation (FAR) Part 15. It is anticipated the solicitation will be issued electronically on or about 18 April 2016, on the Federal Business Opportunities (FedBizOpps) web page under solicitation number FA4897-16-R-0005. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation and all attachments: Microsoft Word (.doc), Microsoft Excel (.xls), Adobe Acrobat Reader (.pdf) and WinZip (.zip or.exe). The Government intends to hold a pre-proposal meeting for the SABER contract. The exact date and time will be identified in the solicitation. NOTE: All prospective contractors must be registered in the System for Award Management (SAM) database in order to be eligible for award. Registration requires applicants to have a Data Universal Numbering System +4 (DUNS+4). Registration may take up to three (3) weeks to process. It is recommended to register immediately in order to be eligible for award. The FAR requires the use of the System for Award Management (SAM) in Federal solicitations as part of the proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to https://www.sam.gov/ to add or update records in SAM.
