- Land Survey Specifications/Statement of Work SOLICITATION NUMBER: AG-3C78-S-16-0011 NOTICE TYPE: Pre-solicitation LOCATION: Throughout the state of Wisconsin SCOPE OF SERVICES REQUESTED: The USDA, Natural Resources Conservation Service (NRCS) is requesting professional qualification statements (SF 330) from qualified firms for architect and engineering (A-E) services of a licensed land surveyor for the performance of legal boundary surveys for the Agricultural Conservation Easement Program (ACEP) and other easement programs. Projects could be located throughout the State of Wisconsin. The Contractor shall be licensed and registered in the State of Wisconsin. The Contractor shall provide legal boundary surveys of the ACEP/WRE and EWPP-FPE easements. Survey work shall consist of performing all surveys, measurements, computations, drawings, and descriptions according to attached Land Survey Specifications for NRCS Easement Programs. TYPE OF CONTRACT: The Government anticipates the award of multiple firm-fixed price indefinite quantity contracts as a result of this request for qualifications. Each award will be for a base period and include four (4) one-year option periods. The initial contract period will be for one (1) year and the Government may, at its option, extend the contract to a maximum of five (5) years by exercising each of the four (4) one-year option periods. The guaranteed minimum contract amount during the base period is $10,000. There shall be no guaranteed minimum for the option years. The maximum total for delivery orders against each contract will be $500,000 for the base year and all option years combined. SET-ASIDE STATUS: This procurement is being solicited as a total small business set-aside. The primary North American Industrial Classification System Code (NAICS) is 541370, which has a size standard of $15 million in average annual receipts. ESTIMATED START AND COMPLETION DATES: The estimated performance period for the base period is May 1, 2016 - April 30, 2017 with the possibility of four (4) additional one-year option periods. EVALUATION CRITERIA: This acquisition is for A-E services and is procured in accordance with the Section of Architects and Engineers statute as implemented in Federal Acquisition Regulation (FAR) Subpart 36.3. A-E firms meeting the requirements described in this announcement are invited to submit the documentation required in this notice. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitation indicated with respect to business size or any other limitations listed in this notice. (1) Specialized Experience and Technical Competence in the Type of Work Required (40 points): Evaluation will be based on knowledge of local survey practices, records research, and the approach used on previous surveys to solve problems resulting from conflicting title or physical evidence. Include with this item a sample survey report accompanied by a plat identifying a boundary conflict and an appropriate conclusion or solution. (2) Capacity to Accomplish the Work (20 points): Evaluation will be based upon the number of personnel available, the quantity of existing work under contract, the schedules for completion of the existing work, and the capacity to provide personnel for multiple contracts. (3) Professional Qualifications Necessary for Satisfactory Performance of Required Services (15 points): The surveyor must be a licensed registered land surveyor in the State of Wisconsin. Evaluation will include the level of formal education, continuing education, the number of years licensed, and involvement in professional activities/organizations. (4) Past Performance on Contracts with Other Governmental Agencies and Private Industry (15 points): Evaluation will be based upon the firm's past experience with other governmental agencies and the private sector in performing the requirements described; cost control, quality, and timeliness of performance under previous contracts. References with name and telephone numbers must be provided. (5) Location in the General Geographic Area and Knowledge of the Locality of the Project Area (10 points): Evaluation will be based upon the firm's proximity to the State of Wisconsin and the project area. For firms outside of the general project area, submit a plan to provide service in a cost effective manner. Firms must clearly indicate the office location where the work will be performed. SUBMISSION REQUIREMENTS: Firms meeting the requirements described in this notice and wishing to respond to this notice should submit two (2) copies of the SF 330, Architect-Engineer Qualifications Part I and Part II as well as any information that will assist with their evaluation on the above criteria no later than 3:00pm CST on April 13, 2016. Submittal packages should be emailed to Amy Smith, Contracting Officer at amy.smith2@wdc.usda.gov. Please limit narrative responses to one (1) page per evaluation criteria. Only those firms responding by the time listed above will be considered for selection. After an initial evaluation, the most highly rated firms will be selected. Selected firms will then be sent a Request for Proposal (RFP). Interviews for the purpose of discussing prospective firm's qualifications may be conducted either in person or by telephone. All firms must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract.
