- Synopsis - Notice of Intent to Sole Source This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day notification. The purpose of this synopsis is to announce the Food and Drug Administration's intent to negotiate a Firm Fixed Price sole source contract with Virginia Tech Eastern Shore Agricultural Research and Extension Center (ESAREC), located at 33446 Research Drive, Painter, VA 23420 for the purpose investigating the impact of pathogen strain on the survival of Salmonella spp., Escherichia coli (E.coli) 0157, Shiga toxin-producing E. coli (STEC) non-0157, and generic Escherichia coli in manure amended soils under greenhouse conditions. The Government intends to negotiate solely with VIRGINIA TECH EASTERN SHORE AGRICULUTRAL RESEARCH AND EXTENSION CENTER per FAR 6.302-1, as no other source of supplies will satisfy agency requirements. -Previous field trails performed by ESAREC involved testing for Sen in water, amended soil, and poultry facilities. Continuity of methods and accessibility to facilities is required for the current sampling and testing results to be validly coupled and statistically analyzed. -The outbreak strain of SeN has been isolated from the Virginia Tech Eastern Shore Agricultural Research and Extension Center (ESAREC) environment by the FDA over the past three seasons, particularly in the farm ponds. -There is no other location in the USA where Salmonella enterica Newport (SeN) has been found and confirmed to be endemic in the environment of tomato growth. Doing this field trail in another location would necessitate introducing SeN into the environment. ESAREC will provide the Government with the following services at an anticipated total cost of $ 181,209.00: Conduct greenhouse experiments to collect data on the survival dynamics of; -15 strains of Salmonella, inoculated into raw poultry manure, amended into two types of soil, and subjected to simulated rain. -4 strains of generic E. Coli, 10 strains of E. coli 0157, and 4 strains of STEC non-0157, inoculated into raw cattle manure, amended into two types of soil, and subjected to rain. -Provide raw data and statistical analysis to characterize how survival dynamics varies among the strains evaluated.
