Description
The Saint Lawrence Seaway Development Corporation (SLSDC) plans to solicit proposals to construct a tugboat designed to provide icebreaking/ice-management services on the St. Lawrence Seaway, handle aids to navigation (buoys), and push the Corporation's two (buoy and gate lifter) barges. The tug shall also be capable of secondary roles in fire-fighting, pollution response, and ship assist. The tug is to be of all-welded steel construction, classified by ABS as an ice class tug, and shall incorporate an ice-breaking bow form. The tug shall be 118 feet long with a 45 foot beam and a design navigational draft of approximately 16 feet. The tug shall be powered by twin CPP Z-drive propulsion units, each driven by a high speed diesel engine. The vessel shall be equipped with a heavy duty deck crane, a stern roller, and shark jaws for ease of handling aids to navigation on the aft working deck. The vessel is designed for operation with an unmanned machinery space with a minimum crew; however comfortable accommodations shall be included for a crew of up to 14 people. The tug has been designed to minimize noise and vibration to include such measures as resilient mountings for the main and auxiliary engines, isolation for all exhaust system components, and the use of viscoelastic floating floor systems and sound absorbing lining, partitions, and ceilings throughout the accommodations and control spaces. T he construction of the tug shall be completed under a single firm, fixed price contract which shall be awarded in phases over a two year period depending on the availability of funding for the project. Plans are to award a contract prior to July 1, 2016 for conducting all necessary production level engineering for the tug which shall include submission of all required plans and documentation to Class and Regulatory bodies and obtaining unconditional approvals of such submissions. This first phase award shall also include the procurement and safe storage at the builder's shipyard of certain long lead time items until they are either installed in the vessel or turned over to the Owners for delivery to their facilities if funds for the second phase are not approved. The SLSDC anticipates awarding the second phase of the project by April 1, 2017. The award, dependent on availability of funds, will include acquiring all remaining materials and components that were not awarded in the first phase and providing all labor, materials, tools, equipment, and services necessary to build and deliver the baseline vessel and associated deliverables. If funding is not available for all of the items included in the schedule during the second phase award, plans are to award any remaining items by April 1, 2018. T he RFP package was released on 03/04/16 with a new response date of 05/23/16. The estimated price range is over $10,000,000. There is a $50 US non-refundable fee for the CD containing the specifications and contract drawings. Payment may be made by check payable to the St. Lawrence Seaway Development Corporation, 180 Andrews Street, Massena, NY 13662 or electronically using a debit or credit card at www.pay.gov. Proposal evaluations will be conducted by SLSDC and take into account all line item pricing and non-price (technical) factors to determine the best value to the SLSDC using a trade-off analysis. This is a total small business set aside. Applicable NAICS code is 336611 with a size standard of 1,000 employees. Prospective offerors must have an active registration in the System for Award Management (SAM) at www.sam.gov to be eligible for award.
