- Note: It was discovered that an Award Notice along with the J&A was not posted on FBO after award. Sirsi Corporation is the exclusive holder of the EOSi.Web Enterprise Cloud product. All VISN 12 Library data is located in the EOS database, affecting all patrons and Library staff. Due to EOSI proprietary control of this database, no equivalent database services to this specific information are available. EOSI web enterprise was awarded this contract for a base year and four option year renewals October 1, 2015. DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VAMC Milwaukee WI 2237 Transaction # 695-16-1-053-0002. 2.Nature and/or Description of the Action Being Processed: Sole source purchase of a base year plus four (4) option year renewals for the subscription to the EOSI web enterprise: Cloud Product Suite. Renewing integrated library system: Enterprise e-Library software; maintenance, support and Secure Sockets Layer Protocol. Software includes modules for Acquisitions, cataloging, Circulation, Knowledgebuilder, Media Booking, OPACSerials, Z39.50; online catalog of resources for VISN 12 Libraries. This is an open market purchase for $31,139.00 for the base year and with an aggregate total of $179,282.00. 3.Description of Supplies/Services Required to Meet the Agency's Needs: This is a subscription to an online integrated library system of library modules for organization and management - books, equipment, journals, audiovisuals, print and electronic resources, for VISN12 staff and libraries. Purchase of EOS.Web Enterprise Cloud product suite (Acquisitions, Cataloging, Circulation, OPAC Discovery, Serials, Z39.50 Server) E-Library Software Support and Maintenance. Premium Module Software includes: Indexer, Knowledge Builder, Media Bookings, SSL Encryption. Software upgrades, web access to product support, system diagnostics, extensive software documentation, special promotions, tech notes, newsletter and all the aforementioned modules. Seven concurrent staff users, unlimited Web OPAC Discovery users, 1GB of linked-media storage. 4.Statutory Authority Permitting Other than Full and Open Competition: ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the use of the authority cited above: Sirsi Corporation is the exclusive holder of the EOSi.Web Enterprise Cloud product. This is a follow-on contract and service renewal is only available through EOS International web. All VISN 12 Library data is located in the EOS database, affecting all patrons and Library staff. If data had to be moved to different vendor's product each year that would create undue cost and workload burden. 6.Description of Efforts made to ensure that offers are solicited from as many potential sources asdeemed practicable: Due to EOSI proprietary control of this web enterprise, no equivalent database services to this specific information are available. 7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: VISN 12 Subscription for FY 16 is $31,139.00 which is 3.3% increase from FY2015 which was $30,139.00. FY 14 was a 6% increase from FY2013 $28,433.00. Our annual increases are only between 3-6%. This is at the lower level of the industry standard. The Contracting Officer has determined the cost to be fair and reasonable. 8.Description of the Market Research Conducted and the Results or a Statement of the Reasons MarketResearch Was Not Conducted: Due to EOSI proprietary control of this database, no equivalent database services to this specific information are available. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: Service has researched Voyager, NOSA, and Ex Libris, and have found that EOS Web is the best Web-based knowledge management solution designed to simplify operations and improve service to end-users. This is a renewal subscription, and there is no other integrated library system that can accomplish the same job within EOS Web design framework. EOS Web provides highly responsive client support, consistent upgrades, maintenance, and various other services provided by EOS. Web that VISN12 can utilize. Not only is EOS Web the most simplified knowledge management solution, but makes available the most secure domain, a uniquely encrypted channel for private communications over the public Internet. The Secure Sockets Layer (SSL) protocol provides this encryption of data over the Internet for EOS Web activity. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: None.
