- Current NMACC Incumbents Draft NMACC Solicitation This notice is posted in accordance with FAR 5.2 and 36.213-1. This is an advance pre-solicitation notice that is provided for information, to stimulate interest, and to provide an opportunity for inquiries and comments. The Government will take into consideration all inquiries and comments prior to posting any further pre-solicitation notices and/or the solicitation. Comments will either be integrated into new notices or addressed separately in a narrative attachment to a future notice or the solicitation. This is not a request for proposals. This notice does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. Any information submitted by respondents to this notice is strictly voluntary. All comments and inquiries shall be submitted in writing to Ms. Dannetta Townsend at Dannetta.n.townsend@uscg.mil, with a copy to Ms. Pamela Argilan at Pamela.j.argilan@uscg.mil. All comments and inquiries are due no later than close of business April 15, 2016. Please ensure email comments and inquiries include "NMACC Pre-solicitation" in the subject line. It is the responsibility of the offeror to note any changes between this announcement, any future postings of any further pre-solicitation notices, and the final solicitation. Description of Work: The U.S. Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Shore Infrastructure Logistics Center (SILC) Construction Contracting Office, has determined the need to re-procure the National Multiple Award Construction Contract (NMACC) Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle to perform construction services nationwide. This DHS enterprise-wide contract will meet a majority of the DHS infrastructure construction needs within the 50 United States and its Territories including the Caribbean Islands. The scope of work will include design-build and design-bid-build construction including for general construction, marine construction, military housing construction, demolition, historical restoration and other construction consistent with the definition of construction in the Federal Acquisition Regulation (FAR) Part 2. Task order limits will range from $4M to $100M and ordering authority will be available to any Department of Homeland Security components with appropriate warrant authority. Some Task Orders, which require design and construction, may require stamped drawings or sketches to describe the new construction. In addition, the contractor may be responsible for obtaining all necessary permits. This contract is intended to provide prompt services on as needed basis at minimum administrative costs, and to assume that the work will be performed in an expeditious and efficient manner within the budgetary limitations and performance time period as established for each task order. The contractor may be required to visit the proposed work site to establish, clarify, and define the scope of work of the individual requirement to prepare a detailed price proposal. Proposal due dates shall be identified in each Request for Proposal. This contract shall include all supervision, materials, labor, equipment, transportation, and disposal required to perform the work described in these specifications and Request for Task Order Proposal (RTOP). The Specifications governing all work to be ordered under this contract are contained within this solicitation. Additional specifications may be added for projects and will be issued for pricing prior to placement of a Task Order. Recognizing there may be substantive differences in state and local requirements for each project, the specifications for each task will be included with the RTOP. No more than eight (8) contracts will be awarded as a result of this solicitation. The duration of the contract(s) is for one (1) year from the date of contract award with six (6) one-year option periods. Projects will have an estimated construction cost between $4,000,000.00 and $100,000,000.00. The maximum estimated contract value for each contract is $500,000,000.00. The government guarantees a minimum award amount of $10,000.00 to each successful offeror over the full term of the contract, including option years. The contract awardees under this procurement shall be able to provide all necessary personnel, facilities, equipment, and materials for multiple and concurrent task orders within the respective regions across the United States and its territories, including the Caribbean. The firm shall ensure that all activities performed by its personnel, subcontractors and suppliers are executed as required in compliance with all applicable environmental and safety laws and regulations and will meet all relevant, appropriate, and applicable standards. Specific requirements will be detailed in each task order general requirements, specifications and drawings. The description of these requirements will vary for each acquisition dependent upon the needs of the requiring entity. Projects will include a variety of assignments involving the U.S. Department of Homeland Security (DHS) and Components within DHS. Award of the NMACC IDIQ contracts will be based on the criteria outlined in FAR 36.301. The government has determined the Two-Phase Design-Build Selection Procedure outline din FAR Subpart 36.3 is appropriate for this procurement. Phase One will be conducted as outlined in FAR 36.303-1 to assess the technical qualifications, technical approach, specialized experience, technical competence, and capability of each firm in utilizing Design-Build Methods. Only the most highly qualified offerors will advance to Phase Two. Phase Two will be conducted in accordance with FAR 15.3 procedures. The evaluation in Phase Two will include the planned approach and price of a Design-Build "Seed Project." The attached Draft Solicitation provides a summary of the planned evaluation factors for award. More specific details and instructions will be provided in the official solicitation. THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY OF OUR INTENTION TO POST A FINAL SOLICITATION WITHIN THE NEXT THREE MONTHS. THIS NOTICE IS NOT AN INVITATION FOR BIDS OR REQUEST FOR PROPOSAL. BIDS OR PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THEIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
