- NOTICE OF INTENT TO SOLE SOURCE FOR SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT-AQ-SPEC LABORATORY RFQ-DC-16-00100 NAICS: 541910 Sampling Services Procurement Office: United States Environmental Protection Agency, Superfund Regional Operations Division (3805R) 1200 Pennsylvania Avenue NW, Washington DC 20004 In accordance with FAR 13.106-1(a)(2), Soliciting from a Single Source, the U.S. Environmental Protection Agency's Office of Superfund Regional Procurement Operations Division, intends to award a sole source firm-fixed priced purchase order for evaluating sensor technologies. The purchase order is intended to be issued to South Coast Air Quality Management District-AQ-Spec Laboratory, 21865 Copley Drive, Diamond Bar, California, 91765-4178. The US EPA, NERL, is conducting a sensor performance evaluation in the southern California geographical area in support of collaborative work with the US EPA Region 9. The NERL will be developing a low cost sensor pod capable of measuring fine particulate matter, ozone and environmental conditions (relative humidity and temperature). This device (pod) will be developed in the NERL ¿s RTP laboratories and then transferred to AQ SPEC where its basic performance features (e.g., precision, accuracy, range of performance, response curve, specificity, etc) will be established using direct comparisons with field and/or laboratory-based FRM/FEM instrumentation. NERL is anticipating assembly of a maximum of 10 pods requiring evaluation. Upon establishing the satisfactory operating characteristics of the pods, the Contractor shall then locate the devices in a stationary manner in a geographically diverse pattern in southern California as defined by the NERL/Region 9. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within 3 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
