- Acquisition Plan Action ID: VA251-16-AP-0790 1.Contracting Activity: Department of Veterans Affairs, VISN 11, VA Ann Arbor Healthcare System, Ann Arbor, Michigan, 506-16-2-426-0002. 2.Nature and/or Description of the Action Being Processed: Follow-on firm fixed price contract for an Electronic Tracer System for Continuous Survey Readiness Compliance. 3.Description of Supplies/Services Required to Meet the Agency's Needs: Contract for an aggregated data collection tool to provide a standardized, structured and customized process linking it to the Joint Commission, Office of Inspector General (OIG), International Organization for Standardization (ISO) and Systematic Ongoing Assessment and Review Strategy (SOARS) and other Veterans Health Administration (VHA) requirements and standards. This should be a comprehensive platform for compliance. A follow-on contract is needed for a one (1) year base with two (2) one (1) option periods. 4.Statutory Authority Permitting Other than Full and Open Competition: (X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Only one Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1. The vendor, Sterling Readiness Rounds, PO Box 612, 112 E 10th Street, Eudora, KS 66025, provides an electronic tracer system used for data collection within healthcare facilities to assist in compliance requirements and these tracers were specially developed for use at the Ann Arbor VA as part of the previous contract (VA251-14-C-0037) and the continued use of these tracers is vital to the QA program in Ann Arbor. The vendor has had security background checks performed to be able to access our IT systems and possesses critical knowledge and expertise to assure VA Ann Arbor Joint Commission integrity. Any disruption in service would cause a disruption in our survey/inspection program which is ongoing for compliance requirements. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: This procurement was previously competed with only one vendor responding which was Sterling Readiness Rounds. The intent to sole source will be synopsized to FBO prior to issuance of the RFQ. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Based on the previously competed procurement, the Contracting Officer anticipates the costs to be fair and reasonable. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: This procurement was previously competed and only had one response, Sterling Readiness Rounds. Switching companies is not in the best interest of the Government as the electronic tracer system has been tailored to the Ann Arbor VA. Starting over with a new company is not cost effective as the vendor has critical knowledge and expertise to assure VA Ann Arbor Joint Commission integrity and the vendor has had all necessary security background checks necessary to perform work under this procurement. Costs already incurred would not be recouped by seeking competition. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: None. 12.Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
