- Description
- The Department of Homeland Security (DHS), United States Coast Guard (USCG), Command and Control, Communications and Computers Information Technology Services Center, C4IT-SC Acquisition Office, Command and Control, and Communication Engineering Center (C3CEN), Portsmouth, VA entered into a extension of an existing task order on a basis of other than full and open competition. The USCG had a requirement for the continued support, sustainment and development of Lockheed Martin's proprietary software (known as the MTM-series) which is an intergal part of the USCG Ports and Waterways Safety System (PAWSS) used to secure some of the nation's busiest ports. The current task order HSCG44-13-F-PC2036 was awarded to Lockheed Martin via GSA Contract GS23-F-0081K on 2 April 2013 and expired on 29 February 2016. This extension will allows for a continuation of services under the existing task order for an additional 3 months (1 March 2016 through 31 May 2016). Modification P00011 was issued on a sole-source, time and material basis to Lockheed Martin on 1 March 2016, in the nte amount of $582,094.49. This acquisition was conducted under Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C.501) Multiple Award Schedule Program FAR 8.401 and is justified by the FAR 8.405-6(a)(1)(i)(B): Only one source is capable of responding due to the unique or specialized nature of the work. The facts and rationale supporting this action is contained in the attached redacted Limited Source Justification which is hereby posted iaw FAR 8.405-6(a)(2)(i)(B)(1).
