- Description
- The Naval Air Systems Command (NAVAIR) intends to contract on a sole source basis a Firm Fixed Price Delivery Order under Basic Ordering Agreement (BOA) N00019-15-G-0003 with Raytheon Missile Systems (RMS), in support of the requirements of PMA-280, Tomahawk Weapon Systems, for the MK-45 identification, maintenance and management of equipment and tooling required for future Tomahawk depot and recertification efforts. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The data associated with the Tomahawk Missile is export controlled and is not available to foreign sources or representatives. RMS has the unique knowledge, experience and technical data necessary to provide the highly complex services. RMS is the sole designer, developer, manufacturer and integrator of the Tomahawk Missile Systems and its related equipment. Accordingly, RMS is the only known qualified, responsible source that can fulfill the requirements specified herein. Any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
