- Amendment 0001 This is an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Contract (SATOC) for Design-Build Construction CONUS Projects Related to Roofing Construction within the Boundaries of the Jacksonville District Area of Responsibility US Army Corps of Engineers. Task Orders to be placed under this Single-Award Task Order Contract (SATOC) include, but are not limited to demolition, construction, renovation and repairs related to roofing projects for multiple facility types within the U.S. Army Corps of Engineers Jacksonville District. Facilities may be commercial, industrial, military, logistical, or any other types where general construction trades and practices are typically used in the construction, renovation, expansion and repairs. Facilities may be located within private lands, within federal, state, municipal, territorial or Indian Lands, or within the contiguous coastal zones to a depth of 12 feet. Project sponsors may be military or other Government agencies, organizations, or entities for whom the U.S. Army Corps of Engineers is assigned as the Construction Agent. The contract is only intended to provide design-build and design-bid-build construction of real property facilities, e.g. maintenance, repair and construction related to roofing systems. Incidental tasks may include non-professional services, preliminary assessments or inspections to identify or quantify specific facility issues concerning roofing repair or maintenance deficiencies. Orders may be issued solely for construction services or solely for design-build services. No task orders will be issued for design services only The SATOC will be awarded for a period of one year with 4 one-year optional ordering periods. The total of all task orders issued under the contract will not be more than $25,000,000.00. The SATOC includes an initial seed task order for Building 171 Roof Replacement & Lightning Protection, Defense Logistics Agency (DLA), located at Naval Air Station (NAS) Jacksonville, Florida. Building No. 171 is a 101,500 square-foot DLA warehouse located on the flight line at Naval Air Station (NAS) Jacksonville. The building is a one-story masonry building originally built in the 1940s. The building enclosure consists of a steel joist and wood purlin roof framing system on an interior structural steel framing system (wood purlins with wood bracing and galvanized steel rafters with masonry non-load bearing exterior walls). The overall building is divided into 3 sections via brick masonry firewalls that extend through the roof and are flashed with asphaltic roofing membrane and capped with metal coping. The building also has a full length cantilevered canopy on the west elevation and 2 canopies on the east elevation supported by double angle steel stringers. The roof and canopies are covered by multi-ply modified bitumen roof systems. The warehouse roof is a low slope roof which sheds water to a gutter and downspout system. The downspouts penetrate the canopy roofs below. The canopies slope from the exterior edge toward the warehouse and drainage is provided via a sloped roof surface to roof drains. The drain pipes penetrate the canopy ceiling then connect to the warehouse downspouts below. The existing building is historical in nature; therefore, the Corps of Engineers will coordinate all exterior work with the State Historic Preservation Officers (SHPO) prior to commencement of design-build contract, and throughout the design phase of the project to obtain concurrence on final design. The Contractor shall be responsible for the full design and construction of the roof replacement for Building 171. The scope of work for this project is for the removal and lawful disposal of the existing warehouse roof system down to existing metal roof deck, inspection of the deck for possible repair or replacement and/or addition of attachment fasteners, and the installation of a new 2-ply SBS modified roof system, gutters, downspouts, exterior roof access ladders, and grounding and lightning protection system. The magnitude of construction for this task order is estimated to be between $1,000,000.00 and $5,000,000.00. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. A two phase design build process will be utilized. Phase 1 Proposals will be evaluated on Technical Merit and Past Performance. NOTE: THE SUBMISSION OF PRICING INFORMATION WILL NOT BE REQUIRED IN PHASE 1 PROPOSALS. A maximum of 5 of the most highly rated Phase 1 offerors will be requested to submit Phase 2 proposals. Phase 2 Proposals will be evaluated on Design Technical, Performance Capability, and Price. THIS ACQUISITION IS SET ASIDE FOR WOMAN OWNED SMALL BUSINESS (WOSB) IN ACORDANCE WITH 52.219-30. Proposals for Phase 1 are due on 8 April 2016. The solicitation for Phase 2 will be issued to a maximum of 5 of the Most Highly Qualified Phase 1 Offerors. Solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website at http://www.fedbizopps.gov/.
