Description

Contractor shall provide all design services, labor, tools, materials, equipment, and supervision necessary to repair storm sewer inlets; and install sub-surface drains at the National Cemetery of the Alleghenies (NCOTA) as identified in the attached drawings. NCOTA Cemetery is located at 1158 Morgan Road, Bridgeville, Pennsylvania 15017, under project number 925-NRM16-03. Contractor shall perform work when day and evening temperatures are sustained above 40 degrees F for the duration of the work. This work involves the repair of storm sewer inlets and installation of sub-surface drains. Note this project requires a design-build solution detail for the field dimensions as measured and field-verified. Note the maximum vertical height of mortar as shown on the drawings to be 6" which is to be assumed by the contractor for bidding purposes. Contractor shall additionally assume for purposes of bidding a 12" height of the existing precast concrete to be repaired with Concrete which is to be 6-9% air entrained, 4000psi, slump of 3-5". Contract performance period will consist of a One-Hundred-Fifty (150) calendar days after (date of contract award/notice to proceed). All work shall be performed in accordance with the Specifications, Description, and Statement of Work. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business. (SDVOSB) The NAICS Code is 237110. Size standard of $36.5 million is applicable. Performance and Payment Bonds are required for this requirement. Evaluation criteria for this award will be in the following descending order: 1) Technical, 2) Past Performance, and 3) Price. The government intends to award based on Lowest Price Technically Acceptable (LPTA) proposal received. Electronic solicitation will be available for download from http://www.fbo.gov on or around March 23, 2016. Responses to the solicitation are due by1:00 p.m., April 12, 2016. Offerors are advised that they are responsible for obtaining amendments to the solicitation which is available at Fed Biz Opps. No paper copies will be issued. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award (see Internet site: http://www.sams.gov/), to include completion of representations and certifications. Additionally all prospective offerors via www.vetbiz.gov must ensure their respective firm is certified as a Service Disabled Veteran Owned Small Business. (SDVOSB), before submission of proposal and after evaluation for possible award of contract. (See VAAR Clause 852.21910 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside). Failure to do so will make your offer non-responsive to this solicitation.
