- This is a Pre-solicitation notice for the construction acquisition to Upgrade Electrical Components at the Portales Substation located on Cannon AFB, New Mexico. Type of resultant contract is a Firm Fixed Price (FFP) contract. Currently funds are not available for this project. This estimated magnitude of this project is between $250,000 and $500,000. The resultant contract will be awarded to a single Responsible Bidder who provides the Government with the lowest price based on price related factors in accordance with FAR 14.201-8. Solicitation number FA4855-16-B-0005 is being issued as an Invitation for Bid (IFB). The pre-solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. All applicable provision and clauses are included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The solicaiton is expected to be issued on or after 1 April 2016. The closing date and time for submission of offers as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on Electronic Posting System (EPS) government point of entry (GPE) web site at https://www.fbo.gov/ at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://fbo.gov/ in order to receive notification and/or changes to the solicitation. Contractor MUST be registered in the System for Award Management (SAM) Registration database and complete Online Representations and Certifications, or his/her proposal will not be considered. Further information on the SAM website is available at https://sam.gov. This acquisition has been set aside 100% for SBA Certified HUB Zone firms, all others will be deemed non responsive. The North American Industry Classification System (NAICS) code is 237130, Power and Communication Line and Related Structures Construction and the small business size standard is $36.5 Million. NO PARTIAL PROPOSALS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in proposals.
