RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION This is a Request for Information notice to solicit comments, questions, and feedback from industry regarding a planned procurement for MQ-8 Fire Scout NextGen MPEDD Computer Component hardware. Interested parties may submit technical literature/brochures on their products or solutions that meet the requirements as set forth in the basic requirements included herein. Rough Order of Magnitude pricing is also requested for planning purposes. Any other relevant information may also be submitted for consideration, to aid in refinement of this requirement. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible vendors capable of providing a portable computer to support the Organizational Level maintenance needs of the MQ-8 Fire Scout Air Vehicle. This portable computer is referred to as the MQ-8 Fire Scout NextGen MPEDD Computer Component hardware, described in the attached specifications, prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY The PSC for this requirement is 7021; the NAICS is 334111 with a size standard of 1,000 employees. All interested businesses are encouraged to respond. REQUIREMENTS The Naval Air Warfare Center, Aircraft Division, Lakehurst New Jersey is seeking sources to fulfill a proposed acquisition requirement for a portable computer to support the Organizational Level maintenance needs of the MQ-8 Fire Scout Air Vehicle. This portable computer is referred to as the MQ-8 Fire Scout NextGen MPEDD Computer Component hardware. All of the proposed requirements for the NextGen MPEDD Computer Component configuration item are included in the draft specification sheet, which is forwarded with this Request for Information (RFI). SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 3 pages in length, single spaced, 12 point font minimum) demonstrating ability to meet the requirements listed in the attached Statement of Work. This documentation must address, at a minimum, the following: Company Name; Company Address; Cage Code, Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; Statement regarding capability. If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in this SOW for the base period as well as the option periods. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. After thoroughly reviewing of the Next MPEDD Computer Component specification sheet, each responder is requested to answer the following questions: •1. Does your company offer a ruggedized portable computer product that can meet (with minimal modifications or customizations) the NextGen MPEDD Computer Component requirements? •2. Provide narrative information, photos, drawings, illustrations, brochures, user/product manuals, videos, websites, test reports, or other references that describe the product and how it meets the NextGen MPEDD Computer Component requirements. •3. What modifications or customizations would be required to meet the NextGen MPEDD Computer Component requirements? •4. Is special driver software required to operate the computer with Windows 7/10? If so, what software components are required? •5. What testing has already been performed, and what testing would still be required to verify that the product meets the NextGen MPEDD Computer Component requirements? •6. What technical information and equipment would your company require from the government to complete design of a final NextGen MPEDD Computer Component product? •7. What level of maintenance and repair can be performed by the end-user? What type of contracted repair services would be offered for the computer product? •8. What mitigation measures are available to offset the effects of obsolescence of the computer product (e.g. Technology Refresh Plans, etc...)? •9. What is the anticipated service life for the computer product? •10. Provide specific recommendations to the Government to improve the draft MPEDD computer component requirements. •11. Forward specific questions to the Government to clarify any aspect of the draft specification. The capability statement package shall be sent by mail to AIR-2.5.2.5.1 contracts, Shannan Germond, by email to Shannan.Germond@navy.mil. Submissions must be received at the office cited no later than 3:00 p.m. Eastern Standard Time on 30 March 2016.
