- Defense Logistics Agency - Energy FESAB is issuing a Sources Sought for GOCO and Alongside Aircraft Refueling services at Naval Air Station (NAS) Key West, FL. Services includes operation and maintenance of government fixed fuel facilities, aircraft and ship aviation fuel services, and ground vehicle fuel services. The contractor shall employ best commercial practices and guidelines in accordance with all applicable federal, state and local regulations. The NAS Key West Fuel facility consists of two distinct areas that lie approximately a mile apart. Bulk storage lies to the south of the base while the fillstand, refueler parking and administrative compound are located adjacent to the main flightline area of the center of the base. Bulk storage consists of an aging but functional four (4) tank fuel jet system and components necessary to receive, hold, and dispense the products. The system is supplied by commercial underwater pipeline operated by Key West Pipeline Company located at Trumbo Point, a Navy/Coast Guard facility some 9 miles from NAS Key West, Boca Chica Field, by road. Two vaulted used oil tanks are also located within the bulk storage area. The fillstand, refueler parking, and administrative compound lie approximately one mile inland near the flightline. A two-lane fillstand, Facility 935, dispenses product to the refuelers kept in the adjacent parking area. The contractor shall provide and management and supervisory staff and labor to accomplish all services as identified in the PWS and all related contract clauses. The contractor's staffing shall be flexible and fully capable of meeting the demands of aircraft fuel services, ground fuel services, bulk storage operations, and general management and administrative functions. The Contractor shall ensure that personnel assigned to all tasks have the requisite knowledge and skills to meet the performance standards for those tasks and comply with all applicable Federal and state laws, regulations and code. The contractor shall establish a smoking policy that prohibits smoking in other than Government designated areas. The contractor shall provide signs to be posted at the entrance to work areas that read, "NO SMOKING EXCEPT IN DESIGNATED AREAS." The contractor shall also designate a smoking area and provide signs that read, "DESIGNATED SMOKING AREA." The expected performance period is April 1, 2016 - December 31, 2016. Pursuant to FAR 6.303-1, DLA Energy intends to award a bridge contract for the above services. Interested parties should submit information to the following areas in their capability statements: 1. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, types(s) of service would you perform. 5. Does your company have experience with Service Contract Act of 1965 covered contracts? Does your company have experience with Collective Bargaining Agreements (CBAs)? Please explain any experience your company has had with labor unions. 6. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?
