Description
Amendment I: 1. What is the estimated LOE for the project? The Government estimate will not be provided. 2. In updating the Building Blocks workshop materials, is it EPA's intent to have the materials be applicable to the average rural community (i.e., broad applicability) which can then be tailored further for the selected MVD communities, or to prepare the updates with the MVD communities mentioned in the solicitation specifically in mind? Yes. 3.Have any other awards for Making a Visible Difference in Region 6 Communities projects been made? Pueblo de Cochiti received a green infrastructure technical assistance workshop in 2014 from EPA's Office of Water (through contractor Tetra Tech) and a March 2016 Green and Complete Streets Workshop from EPA's Office of Sustainable Communities (through contractors Tetra Tech & Renaissance Planning). Anthony, NM has received a March 2016 Small and Rural Communities Workshop from EPA's Office of Sustainable Communities (through Renaissance Planning). 4. What contractors received those awards? Tetra Tech and Renaissance Planning 5. Is there a dedicated budget or budget range for this project? The Government estimate will not be provided. 6. Is it possible to get access to the current Linking Land Use and Water Quality tool and workshop materials? No, but EPA will provide the latest tool and workshop materials to the contractor selected for award. 7. Can EPA make available the current "Linking Water Quality and Land Use" tool? The tool is based on EPA's Water Quality Scorecard, which can be accessed at http://www.epa.gov/smartgrowth/water-quality-scorecard. 8. Is EPA interested in expanding the Water Quality Scorecard beyond a code and policy review to include other non-regulatory tools? Yes. 9. Will the New Mexico workshops be scheduled within the same week, or as separate trips? The 2 communities are approximately 250 miles apart. Availability of each community and the awarded contractor will dictate whether the workshops are scheduled within the same week or as separate trips. 10. Will this technical assistance require translation of materials or simultaneous translation during workshops? If not, is it a desired qualification? Previous technical assistance workshops offered at these communities did not require translation. EPA's NM satellite office and each community has ability to provide translation during workshops as necessary. 11.Is EPA the driver or did these communities request assistance to integrate green infrastructure in their communities? Both communities have expressed interest in implementing green infrastructure practices for stormwater quality, flood mitigation and livability aspects. Cochiti is identified as a potential permittee of a Middle Rio Grande Watershed MS4 permit which includes a 90th percentile post-construction standard. Likewise, the proposed NM Phase II MS4 general permit includes a 90th percentile post-construction standard which Anthony, NM will need to comply with as a new Phase II. 12. Will EPA be providing any drainage basin data or reports or existing water quality information? Each community will provide information they have available. 13.What other issues and priorities do the communities hope to integrate with their green infrastructure planning? Other issues/priorities include flooding and erosion; communities hope to integrate walkability and other livability benefits. 14. What other related MVD federal assistance is or will be provided to these communities? Cochiti received a green infrastructure technical assistance workshop in 2014 from HQ GI Program (Tetra Tech) and 3/2016 Green and Complete Streets Workshop from OSC (Tetra Tech & Renaissance Planning). Anthony, NM has received a 3/2016 Small and Rural Communities Workshop from OSC (Renaissance Planning). 15. What other stakeholders, local government and state agencies will be involved in the process? For Cochiti, NM Bureau of Indian Affairs (BIA) DOT, HUD Southwestern Office of Native American Programs, FHWA, Institute of American Indian Arts (IAIA), University of New Mexico Pedestrian & Bicycle Safety Initiative; Anthony, NM numerous state and federal government agencies, and universities that typically work with Texas Colonias. 16. Has funding been identified to implement near-term, priority projects? Not that EPA is aware of. 17. Is the 25-page limit meant to be 25 printed pages (including cover page, table of contents, resumes), or 25 pages double-sided (effectively 50 pages of printed sides)? The 25 page limit refers to single-sided pages and not 25 double-sided pages
