Description
RFI This announcement constitutes a REQUEST FOR INFORMATION (RFI) ONLY. This request for information is for planning purposes only, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items in this RFI. The Government does not intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The Federal Law Enforcement Training Centers (FLETC) is conducting market research for the purpose of identifying a Commercial off the Shelf law enforcement officer training program providing a holistic overview of the challenges of 21st century policing. The FLETC is seeking a cost effective solution to update and enhance law enforcement training and education by contracting the right to utilize training content/materials. As required, FLETC will incorporate the content (intellectual property) into existing FLETC curricula in support of basic and advanced training programs, instructor staff professional development initiatives and the design/development/delivery of web-based training modules (WBT) and instructor led, asynchronous law enforcement training/education via the FLETC Online Campus. Background: FLETC seeks a Commercial off the Shelf (COTS) course of study that includes materials delivering, emphasizing and supporting: • The physical, emotional, and mental challenges of policing in the 21st century • A philosophy of policing reflecting the role of an officer as a trusted public servant working in partnership with the community • Incorporating personal integrity and ethical decision making into effective community policing • An overview of the culture of law enforcement and strategies to influence and transform the culture for the better • Introducing strategies and mechanisms to manage mental, emotional, and physical balance to ensure resilience, well-being, and a high level of effectiveness in policing • Applications and interactions to combat apathy, bias, and cynicism through reflection and self-awareness • Strategies and interactions designed to build respect and trust in communities The proposed NAICS code for this project is 541611, Administrative Management and General Management Consulting Services. The Product Service codes that may apply are U008, Training/Curriculum Development, 6910, Training Aids, and U012, Education/Training/IT/Telecom Training. The Small Business Size Standard is $15M. Vendors are encouraged to submit a more appropriate NAICS and PSC code if applicable. The FLETC requests the following information from potential sources: • Company name, Duns number, street address and point of contact with phone number and email address. • Identification of socioeconomic status (see Atch 1, Small Business Definition Sheet). • If you have a current GSA contract for Training/Curriculum Development, please provide the GSA Schedule Number and the SIC code that apply. • Provide a brief capability statement (not to exceed 10 pages excluding brochures, pamphlets, catalogs and website information) that individually addresses the requirements as stated in the background above, to include the following information: a. Do you currently provide services/contract with other Government agencies (to include Federal, State, and Local) for similar work identified in this RFI? Please provide the agency name, point of contact information, contract number and contract value. b. Provide additional information the Government should consider in developing a potential acquisition strategy. This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified herein. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation. The FLETC will use the information provided for technical and acquisition planning. Analysis of the quantity and quality of responsesto this RFI synopsis will be heavily weighted in the market research being conducted, and in the making of any small business set-aside determination based on this market research. If adequate numbers of responses are received from technically qualified 8(a) Firm, HUBZone, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, and/or Women Owned Small Business (See Atch 1, Definitions), any future acquisition may be solicited on a set-aside basis. No evaluation letters and/or results will be issued to the participants. When available, any resultant pre-solicitation notice and solicitation may be posted at this website: https://www.fbo.gov/. Respondents wishing to reply to this RFI should submit information listed above by the time and date established below.
